East Metro SWAT/WMD Summary <br />PREPARED BY OFFICER MIKE HUDDLE <br /> <br />Each year East Metro SWAT has goals of improving our <br />operations, equipment and training. 2015 included <br />improvements in most every aspect of East Metro SWAT, <br />from training to gear to operations. While each individual <br />improvement seems subtle, combined they have provided <br />a significant improvement in our effectiveness and <br />capabilities. <br /> <br />The team make up was stable over 2015. Member agencies include St. Anthony PD, Roseville <br />PD, North St. Paul PD, University of MN PD, and Metro Transit PD. Four Officers from the St. <br />Anthony Police Department are assigned to the team. Three are assigned as tactical operators <br />and one assigned as a negotiator. All team members are assigned SWAT duties in addition to <br />their primary duty assignments with their own agencies. All four St. Anthony Police Officers <br />are assigned to Patrol as their primary duty. <br /> <br />A review of training in 2015 will show consistency with <br />past years. The team trains for ten hours each month and <br />completes an additional full week of focused training each <br />year at Camp Ripley, for a total of 160 hours of dedicated <br />SWAT training for the year. Training focuses on firearms, <br />specialized equipment, chemical/gas deployment, less <br />lethal tools, barricaded suspects, high risk warrant service <br />and hostage rescue training. With Metro Transit as part of <br />our team, we added training operations for incidents on <br />Metro Transit buses and light rail trains. Physical fitness testing was conducted more <br />frequently in 2015. The team tests physical fitness every six months to maintain high standards <br />for duty through the year. <br /> <br />The year was slow operationally. The team was activated primarily for <br />barricaded subject incidents and only a few high risk warrants and <br />mutual aid requests to other area tactical teams. <br /> <br />East Metro SWAT also participated in community events such as the <br />Touch A Truck Event and the Police Department’s Summer Survival <br />School. SWAT equipment and vehicles were displayed to the public. <br />
