City Council Regular Meeting Minutes March 14 2017 Page 3 Mayor Faust stated the Council carries an emergency handbook for government officials. He thanked the Fire Department for their support. Mayor Faust commented about the on-call firefighters and their "regular" jobs. He stated it would be good for the public to know what the on-call firefighters bring from their outside careers that helps the Fire Department support. Mayor Faust noted OSHA requires 24 hours of training, and he is an advocate of training. Mayor Faust stated he appreciates the Department's passion, care, and support to the City. The annual report will be on the website. 9 C. Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for 10 2017. 11 12 Assistant to the City Manager Charlie Yunker reviewed this is Final Reading and Adoption of 13 the Ordinance Setting Sewer, Water and Storm Water Charges for 2017. 14 15 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Final Reading 16 and adopt Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for 17 2017. 18 19 Motion carried 5-0. 20 21 D. Resolution 17-031; a Resolution Authorizing Participation in the 2017 — 2018 GreenCorp 22 Program. 23 24 Assistant to the City Manager Charlie Yunker reviewed this resolution is to authorize staff to 25 submit an application to be a GreenCorp host site for the 2017 — 2018 program year. Minnesota 26 GreenCorp is an AmericCorp Program coordinated by the Minnesota Pollution Control Agency 27 (MPCA). The goal of MN GreenCorp is to preserve and protect Minnesota's environment while 28 trailing a new generation of environmental professionals. The City of St. Anthony was awarded a 29 GreenCorp member for the 2012 — 2013 and 2015 — 2016 program years. With the assistance of 30 the GreenCorp member, the City has established several sustainable programs that will continue 31 to benefit the City for many years to come. The GreenCorp member would be compensated by 32 the MPCA and St. Anthony would be responsible for supervision and office space. 33 34 Mayor Faust explained briefly the GreenCorp program, noting the City has extremely good 35 results from previous programs. 36 37 Motion by Councilmember Brever, seconded by Councilmember Jenson, to adopt Resolution 17- 38 031; a Resolution Authorizing Participation in the 2017 — 2018 GreenCorps Program. 39 40 Motion carried 5-0. 41 42 E. Resolution 17-032; a Resolution Re¢arding Watering Restrictions 43 44 Assistant to the City Manager Charlie Yunker stated this resolution is to implement water 45 conservation measures. These measures are being implemented to limit the amount of water that 46 is drawn from the aquifer and fulfill the City's commitment to environmental sustainability. With
