City Council Regular Meeting Minutes <br />March 14 2017 <br />Page 3 <br />Mayor Faust stated the Council carries an emergency handbook for government officials. He <br />thanked the Fire Department for their support. Mayor Faust commented about the on-call <br />firefighters and their "regular" jobs. He stated it would be good for the public to know what the <br />on-call firefighters bring from their outside careers that helps the Fire Department support. <br />Mayor Faust noted OSHA requires 24 hours of training, and he is an advocate of training. Mayor <br />Faust stated he appreciates the Department's passion, care, and support to the City. The annual <br />report will be on the website. <br />9 C. Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for <br />10 2017. <br />11 <br />12 Assistant to the City Manager Charlie Yunker reviewed this is Final Reading and Adoption of <br />13 the Ordinance Setting Sewer, Water and Storm Water Charges for 2017. <br />14 <br />15 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Final Reading <br />16 and adopt Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for <br />17 2017. <br />18 <br />19 Motion carried 5-0. <br />20 <br />21 D. Resolution 17-031; a Resolution Authorizing Participation in the 2017 — 2018 GreenCorp <br />22 Program. <br />23 <br />24 Assistant to the City Manager Charlie Yunker reviewed this resolution is to authorize staff to <br />25 submit an application to be a GreenCorp host site for the 2017 — 2018 program year. Minnesota <br />26 GreenCorp is an AmericCorp Program coordinated by the Minnesota Pollution Control Agency <br />27 (MPCA). The goal of MN GreenCorp is to preserve and protect Minnesota's environment while <br />28 trailing a new generation of environmental professionals. The City of St. Anthony was awarded a <br />29 GreenCorp member for the 2012 — 2013 and 2015 — 2016 program years. With the assistance of <br />30 the GreenCorp member, the City has established several sustainable programs that will continue <br />31 to benefit the City for many years to come. The GreenCorp member would be compensated by <br />32 the MPCA and St. Anthony would be responsible for supervision and office space. <br />33 <br />34 Mayor Faust explained briefly the GreenCorp program, noting the City has extremely good <br />35 results from previous programs. <br />36 <br />37 Motion by Councilmember Brever, seconded by Councilmember Jenson, to adopt Resolution 17- <br />38 031; a Resolution Authorizing Participation in the 2017 — 2018 GreenCorps Program. <br />39 <br />40 Motion carried 5-0. <br />41 <br />42 E. Resolution 17-032; a Resolution Re¢arding Watering Restrictions <br />43 <br />44 Assistant to the City Manager Charlie Yunker stated this resolution is to implement water <br />45 conservation measures. These measures are being implemented to limit the amount of water that <br />46 is drawn from the aquifer and fulfill the City's commitment to environmental sustainability. With <br />
