City Council Regular Meeting Minutes <br />March 28 2017 <br />Page 5 <br /> <br /> 1 <br />Ms. Kate Thompson, not a resident of St. Anthony, asked if this has been discussed with Falcon 2 <br />Heights, asked what format the negotiations will take, and is there an opportunity for public 3 <br />input. 4 <br /> 5 <br />Mayor Faust stated negotiations will begin with the City Manager/City Administrator and 6 <br />recommendations will come back to the City Councils. Falcon Heights was given a heads-up. 7 <br /> 8 <br />Motion carried 5-0. 9 <br /> 10 <br />D. St. Anthony Police Department Annual Report. 11 <br /> 12 <br />Police Chief Jon Mangseth provided a PowerPoint presentation of the 2016 St. Anthony Police 13 <br />Department 2016 Annual Report. The presentation included St. Anthony Part I Crimes, St. 14 <br />Anthony Part II Crimes, Calls for Service, Patrol Review, Investigation Review, Education 15 <br />Summary, Police Reserves, Community Engagement, and Crime Prevention. Police Chief 16 <br />Mangseth stated the complete 2016 Annual Report can be found on the City’s website. Captain 17 <br />Jeffrey Spiess was introduced by Police Chief Mangseth. Captain Spiess has been with St. 18 <br />Anthony Village for 19 years and is in charge of the day-to-day patrol division and 19 <br />investigations. Detective Tim Briski is also in the investigation department. There is also a 20 <br />rotating investigation position. Police Chief Mangseth noted Sgt. Dokken is in charge of the 21 <br />Police Reserves which have many volunteer hours in service to St. Anthony. Police Chief 22 <br />Mangseth thanked the Council for their support in difficult times. 23 <br /> 24 <br />Mayor Faust thanked Police Chief Mangseth and the Police Department for their service. 25 <br /> 26 <br />Councilmember Gray commented on the community engagement and asked if many of the 27 <br />programs have been going on for some time. Police Chief Mangseth stated the activities have 28 <br />been going on for many years and the Police Officers are very excited to participate in these 29 <br />activities. He noted that Night to Unite has also gone on for many years. 30 <br /> 31 <br />Councilmember Brever added her appreciation for the Police Department’s participation in the 32 <br />January 2017 Dare to be Real event. She thanked the Police Department for their work. 33 <br /> 34 <br />Councilmember Stille stated Council receives emails commending the St. Anthony Police 35 <br />Department on their work. He noted 2016 was a challenging year and public service is many 36 <br />times a thankless job. 37 <br /> 38 <br />Councilmember Jenson thanked the Police Department for how they serve the community, 39 <br />noting the Department members attended Anti-Bias Training along with the Council and other 40 <br />City employees. 41 <br /> 42 <br />Mayor Faust stated training in the past has been higher but the Department still is four times 43 <br />higher than the average. He commented that too many times only the headlines are seen and not 44 <br />the numerous times where residents are touched by the actions of the Police Department. 45 <br />Positive comments are received year-round about the Police Department and how the residents 46 <br />17
