Mayor Faust stated the Police Department has the support of the 1 <br />Mayor, Council, and residents of St. Anthony. 2 <br /> 3 <br />Ms. Robinette asked why this year’s annual report was much shorter than the previous one and if 4 <br />there will be a longer annual report. Mayor Faust asked that all questions be directed to him. Ms. 5 <br />Robinette stated all her questions were not previously answered. She asked if Police Chief 6 <br />Mangseth will be available to discuss the longer report. Ms. Robinette asked which community 7 <br />this report is for and are Lauderdale and Falcon Heights included, how Mr. Castille’s death was 8 <br />going to be recorded, and about the three new hires coming from the reserves. Ms. Robinette 9 <br />asked if residents would be involved in the hiring of new officers. She stated she came here with 10 <br />questions for the Police Chief since he was on the agenda. She asked if the Police Chief will 11 <br />open up the hiring of new offices to outside the reserve ranks, if the Police Department has any 12 <br />more specific officer focused bias awareness training, if officers were permitted to select 13 <br />additional training in their interest areas, and was this still the Chief’s policy. Ms. Robinette 14 <br />asked if there is a policy in place to review those additional trainings, how Police Reserves are 15 <br />selected, and whether the community engagement is just in St. Anthony or do those efforts also 16 <br />occur in Falcon Heights and Lauderdale. 17 <br /> 18 <br />Councilmember Gray asked if Chief Mangseth is available to speak with residents and answer 19 <br />questions. Mr. Casey stated email is a good vehicle for asking questions of the Police Chief. 20 <br /> 21 <br />Mayor Faust asked Chief Mangseth to come to the podium. Mayor Faust stated the Annual 22 <br />Report is 40 pages in 2016 and 35 pages in 2015. He commented the Police Chief is available, 23 <br />the report is just for St. Anthony, and the shooting of Mr. Castille will be included in the Falcon 24 <br />Heights numbers. It was noted that one reserve officer went to the Highway Patrol and came 25 <br />back to serve as an officer in St. Anthony. 26 <br /> 27 <br />Police Chief Mangseth agreed and stated bias awareness training will continue. He stated 28 <br />additional training is vetted by Department leadership and the State of Minnesota. Reserves are 29 <br />selected through an open application process. Mayor Faust asked if similar crime prevention 30 <br />initiatives are done in Falcon Heights and Lauderdale as done in St. Anthony. Chief Mangseth 31 <br />responded yes. 32 <br /> 33 <br />Ms. Sandy Sherman asked about the reductions in calls in 2016 and whether there were market 34 <br />drops in calls or citations. She would like to see a month-by-month breakdown. Mayor Faust 35 <br />stated an average there was one less call per day. Chief Mangseth stated a data request can be 36 <br />made by Ms. Sherman and the information can be provided. The reason the calls in service went 37 <br />down is because fewer traffic citations were issued. 38 <br /> 39 <br />Mr. Lowell Ludford, 2813 Townview Avenue, stated he did not hear in the Chief’s report any 40 <br />mention of the St. Anthony volunteer effort to be a part of the COPS program. He suggested the 41 <br />Council and Police Department congratulate themselves about this as it was a big deal. Mayor 42 <br />Faust stated St. Anthony applied to become part of the COPS program.
