City Council Regular Meeting Minutes <br />March 28 2017 <br />Page 5 <br />Ms. Kate Thompson, not a resident of St. Anthony, asked if this has been discussed with Falcon <br />Heights, asked what format the negotiations will take, and is there an opportunity for public <br />input. <br />Mayor Faust stated negotiations will begin with the City Manager /City Administrator and <br />recommendations will come back to the City Councils. Falcon Heights was given a heads -up. <br />9 Motion carried 5 -0. <br />10 <br />11 D. St. Anthony Police Department Annual Report. <br />12 <br />13 Police Chief Jon Mangseth provided a PowerPoint presentation of the 2016 St. Anthony Police <br />14 Department 2016 Annual Report. The presentation included St. Anthony Part I Crimes, St. <br />15 Anthony Part II Crimes, Calls for Service, Patrol Review, Investigation Review, Education <br />16 Summary, Police Reserves, Community Engagement, and Crime Prevention. Police Chief <br />17 Mangseth stated the complete 2016 Annual Report can be found on the City's website. Captain <br />18 Jeffrey Spiess was introduced by Police Chief Mangseth. Captain Spiess has been with St. <br />19 Anthony Village for 19 years and is in charge of the day -to -day patrol division and <br />20 investigations. Detective Tim Briski is also in the investigation department. There is also a <br />21 rotating investigation position. Police Chief Mangseth noted Sgt. Dokken is in charge of the <br />22 Police Reserves which have many volunteer hours in service to St. Anthony. Police Chief <br />23 Mangseth thanked the Council for their support in difficult times. <br />24 <br />25 Mayor Faust thanked Police Chief Mangseth and the Police Department for their service. <br />26 <br />27 Councilmember Gray commented on the community engagement and asked if many of the <br />28 programs have been going on for some time. Police Chief Mangseth stated the activities have <br />29 been going on for many years and the Police Officers are very excited to participate in these <br />30 activities. He noted that Night to Unite has also gone on for many years. <br />31 <br />32 Councilmember Brever added her appreciation for the Police Department's participation in the <br />33 January 2017 Dare to be Real event. She thanked the Police Department for their work. <br />34 <br />35 Councilmember Stille stated Council receives emails commending the St. Anthony Police <br />36 Department on their work. He noted 2016 was a challenging year and public service is many <br />37 times a thankless job. <br />38 <br />39 Councilmember Jenson thanked the Police Department for how they serve the community, <br />40 noting the Department members attended Anti -Bias Training along with the Council and other <br />41 City employees. <br />42 <br />43 Mayor Faust stated training in the past has been higher but the Department still is four times <br />44 higher than the average. He commented that too many times only the headlines are seen and not <br />45 the numerous times where residents are touched by the actions of the Police Department. <br />46 Positive comments are received year -round about the Police Department and how the residents <br />
