ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />11 *93 to I I1XfGEIklt/ <br />A RESOLUTION APPROVING GRANT APPLICATIONS FOR <br />ENVIRONMENTAL CLEANUP FOR THE PROPERTY LOCATED AT 2501 <br />LOWRY AVENUE NE ( LOWRY GROVE) <br />WHEREAS the City of Saint Anthony Village is a participant in the Livable <br />Communities Act's Local Housing Incentives Account Program for 2017, as determined <br />by the Metropolitan Council, and is therefore eligible to apply for funds under the Tax <br />Base Revitalization Account; and <br />WHEREAS the City has identified a contamination cleanup project within the City to be <br />known as Southern Gateway and located at 2501 Lowry Avenue NE, Saint Anthony, <br />Minnesota that meets the Tax Base Revitalization Account's purposes and criteria and are <br />consistent with and promote the purposes of the Metropolitan Livable Communities Act <br />and the policies of the Metropolitan Council's adopted metropolitan development guide; <br />and <br />WHEREAS, the City has not yet received development applications from the owner of <br />the Southern Gateway site, The Village, LLC, but The Village has advised the City that <br />such development applications are imminent; and <br />WHEREAS, the City desires to submit combined cleanup applications for environmental <br />grants from Metropolitan Council's Tax Base Revitalization Account, Minnesota <br />Department of Employment and Economic Development's Contamination Cleanup, and <br />Hennepin County's Environmental Response Fund; and <br />WHEREAS the City has the institutional, managerial and financial capability to ensure <br />adequate project and grant administration; and <br />WHEREAS the City certifies that it will comply with all applicable laws and regulations <br />as stated in the contract grant agreements; and <br />WHEREAS the City finds that the required contamination cleanup will not occur through <br />private or other public investment within the reasonably foreseeable future without the <br />grant funding. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint <br />Anthony Village approves the Environmental Response Fund grant application for the <br />Southern Gateway development be submitted to the Hennepin County Department of <br />Environmental Services on May 1, 2017, by the City of Saint Anthony Village as <br />applicant on behalf of the Southern Gateway site, owned by The Village, LLC; and <br />
