Mr. Odie invited new voices and to let those voices 1 <br />guide us to a better future in St. Anthony. 2 <br /> 3 <br />Ms. Sandy Sherman stated she went to an Open House that CPG had in March. There were about 200 4 <br />people in attendance and they saw drawings of the plan. She stated she spoke with the City Planner and 5 <br />was told the Council is committed to affordable housing. Ms. Sherman noted over $800,000 was given 6 <br />in subsidy for Silver Lake Village and she was told $1,100 was the cost of affordable housing in Silver 7 <br />Lake Village, which is extremely high and not affordable. Ms. Sherman asked the Council to commit to 8 <br />affordable housing and to lead. She stated they want the Lowry Grove residents to live in St. Anthony 9 <br />and they want real low income affordable housing. 10 <br /> 11 <br />Mr. Bernard Walker stated he is a resident of St. Anthony and wanted to address reform in the Police 12 <br />Department in St. Anthony. He stated his belief that the death of Mr. Castille was preventable and if 13 <br />Officer Yanez is one bad apple, then he believes that St. Anthony has too many bad apples and bad 14 <br />apples should not be protecting the public. Mr. Walker stated he may not be a good fit for the position. 15 <br />He read some comments from his friend who is a cop from Chicago that described how he would have 16 <br />handled the situation. Mr. Walker described his 2½ hour meeting with Police Chief Mangseth and spoke 17 <br />about cultural competency testing. He suggested the Mayor work with the Police Chief and let him make 18 <br />recommendations for improvements. Mr. Walker asked Council to be open to changes. 19 <br /> 20 <br />Mayor Faust stated he is open to the reform, noting the Council is aware of the training for the Police 21 <br />Department. 22 <br /> 23 <br />Police Chief Mangseth addressed the Bullet Proof Warrior Training, stating 4-5 officers did attend that 24 <br />training but no other officers are attending it. The training is post-certified for officers. Mayor Faust 25 <br />stated 16 hours per year are required for officer training and de-escalation is a relatively new training. 26 <br />Police Chief Mangseth stated he began advancing the training as soon as he was named Interim Police 27 <br />Chief. He explained that this past year, every officer received 2 hours of de-escalation training and the 28 <br />Police Department received some unique training from the DOJ. He stated procedural justice training 29 <br />will be scheduled. Police Chief Mangseth confirmed he will follow-through with the DOJ on training 30 <br />opportunities for the Department. Mayor Faust stated he is committed to fund any training for the Police 31 <br />Department. 32 <br /> 33 <br />Mr. Walker stated the Salt Lake City Utah department has gone through de-escalation training and the 34 <br />number of incidents, such as the death of Castile, have dropped drastically. Police Chief Mangseth stated 35 <br />he accepts the responsibility to see that the St. Anthony Police Department is trained in de-escalation. 36 <br /> 37 <br />Mr. Pablo Tapia, Co-founder of Assembly of Civil Rights, spoke about the crisis in Lowry Grove. He 38 <br />asked why it was easy to have money for Officer Yanez but no money for Lowry Grove residents. He 39 <br />stated within three hours he was pulled over three times in St. Anthony, twice by the same officer. Mr. 40 <br />Tapia stated this indicated to him that there were problems with race in St. Anthony. He stated his 41 <br />opinion that Philando was killed as well as the dreams of the residents of Lowry Grove. He stated his 42 <br />belief that the police made the comment it was a good thing Lowry Grove was closing because there 43 <br />were many problems there. Mr. Tapia asked the Council and Mayor for commitment to work with the 44 <br />citizens of St. Anthony Village and the members of Lowry Grove to move forward on affordable 45 <br />housing. He stated they need affordable housing in the range of $450-$500 a month. 46 <br />10
