City Council Regular Meeting Minutes
July 11, 2017
Page 4
Mayor Faust stated some people do not want affordable housing but the Council is committed to have
affordable housing. He explained the bigger the project, the more affordable housing that can be put in
but it also needs to work with the neighborhood. Mayor Faust restated that there has been no plan
submitted so there is nothing for Council to review. He stated the Council would like to have it like
Silverwood Village.
Ms. Eva Gromes, 3312 Croft Drive, stated she has lived in St. Anthony 15 years and been involved in
the schools and chaired many events. She is currently serving on the affordable housing initiatives for
Lowry Grove residents. Ms. Gromes stated why she believes there is a lack of leadership on the part of
the Council and told Council not to dismiss them. She felt the leadership of the community needed to
reflect the goals of the community and the Council is to represent the community. Ms. Gromes stated
her concerns and presented the Council with a petition signed by 500 people. She reviewed the items
listed in the petition and submitted a paper version with names and comments. Ms. Gromes stated a
copy will also be emailed to the Council.

Mayor Faust stated he didn't think there was anything in the petition that Council disagrees with, adding
there is no plan from the developer at this time.

In response to comments from the audience, Mayor Faust clarified that the only meetings held with
Continental Property Group (CPG) were during Council meetings. He stated the City Manager will meet
with the group any time they request a meeting.

City Manager Casey stated he has met with Continental regarding some questions they had.

Ms. Marisol Marino stated she is a resident of Lowry Grove, a single mother of four children, and now
she is homeless. She asked the Council to consider having affordable homes for the homeless people
such as she. Ms. Marino stated mothers are fighting and working hard to have a place for their children.
She asked for justice for the mothers to have a place for her kids.

Mr. Jim Roth, 3400 Roosevelt, stated he has lived in St. Anthony since 1991 and had served on the City
Council. He explained he left the Council for personal reasons that had nothing to do with interactions
with the Councilmembers or Mayor. Mr. Roth stated his belief that the Council is doing a great job and
he found the audience members to be pitiful. He suggested that in the future, Council meetings be
broadcast but Community Forum go offline as it has become a means of showboating. Mr. Roth asked
the audience to withhold their comments, noting he did not talk while others were speaking at the
podium. Mr. Roth pointed out that the silent majority are not present at the meeting and the noisy
minority does not make them the majority.

Mr. Roth stated the Council tries to be fair and honest and are not prejudice. He noted at the last
meeting, a Park Commissioner spoke about participating in a City training session during which all were
asked to keep it confidential. But, during the last Council meeting, the Park Commissioner spoke
publicly about the training and comments made by other participants, which he found to be disgraceful
and thought she should be removed from the Park Commission. Mr. Roth stated he is with the silent
majority.
