City Council Regular Meeting Minutes <br />July 11, 2017 <br />Page 3 <br />2 VIII. COMMUNITY FORUM <br />3 <br />4 Mayor Faust asked that those present to come to order and respect everyone that comes to the <br />5 podium. Being unable to bring the meeting to order after several attempts, Mayor Faust closed <br />6 the meeting. <br />7 <br />8 IX. INFORMAMTION AND ANNOUNCEMENTS — NONE. <br />10 X. ADJOURNMENT. <br />11 <br />12 Mayor Faust closed the meeting at 7:10 p.m. <br />13 <br />14 After meeting was closed at 7:10 p.m. audience started Community Forum. <br />15 <br />16 I. COMMUNITY FORUM. <br />17 <br />18 A Lowry Grove resident explained the situation ongoing with Lowry Grove, stating his belief that the <br />19 Dan Wilson office has low- balled all of the people in the park, less than needed to rebuild their lives <br />20 elsewhere. He stated a lot of the people that moved before the benefits were received from the MN <br />21 Housing Finance Agency and compensation was to be received for moving. He stated the City <br />22 Ordinance called for mitigating the circumstances on moving their home or finding homes elsewhere but <br />23 people are not being paid what their place is worth so they cannot replace their homes. He asked the <br />24 Council to look into this and maybe the City can put out some money to compensate these Lowry Grove <br />25 residents. <br />26 <br />27 Mayor Faust stated the phone number will be displayed for residents to contact. <br />28 <br />29 Ms. Antonia Alvarez stated she lived in Lowry Grove and at this point she is homeless. She wants a <br />30 response from Council about the construction and drawings of Lowry Grove. She stated she does not <br />31 know if there is a plan to have 840 apartments or what is the plan. <br />32 <br />33 Mayor Faust stated there is no plan submitted and nothing has been received but Council expects <br />34 affordable housing in all developments within the City. He explained that when the plans are received, <br />35 people will be aware as there are many interested in what is happening with that project. <br />36 <br />37 Ms. Alvarez stated there was one suicide before the park was closed and she was affected by his death. <br />38 She believed it was not fair that the Council is not paying attention to the residents, noting the Council is <br />39 witness to the efforts she did to try to save Lowry Grove. Ms. Alvarez stated Frank was one of her <br />40 brothers and family members and she wants justice from Council and affordable housing for the people. <br />41 She believed it is not fair there are many that are homeless, noting the City proclaims justice but they are <br />42 killing their brothers. She requested the Council listen and not let the development built without <br />43 affordable housing. Ms. Alvarez stated again she wants justice. <br />44 <br />45 Councilmember Stille noted it is in the Comp Plan to have affordable housing in St. Anthony and there <br />46 will be some affordable housing in the development. <br />
