City Council Regular Meeting Minutes <br />June 13, 2017 <br />Page 2 <br />A. Resolution 17 -050: a Resolution to Approve a Request to Keen Chickens in an R -1 <br />Zoning District at 3313 Wendhurst Avenue. <br />City Manager Casey reviewed staff received a request letter and a coop site plan diagram from <br />the Applicants on May 17, 2017. The coop site plan diagram shows the approximately location <br />for the proposed chicken coop in the northwest corner of the rear yard of the Applicant's <br />property. The Applicant is Adrienne Olson. <br />9 The Applicant's letter describes that the coop will be located in the backyard directly behind the <br />10 garage and provides an image showing the proposed location in relation to the Applicant's <br />11 house. The site plan indicates a setback of 35 feet from the rear property line and 22 feet from <br />12 the side property line. The Applicant has indicated the coop will not be visible from the vantage <br />13 point of her neighbor's property to the east and that "a large bush will block the view of the coop <br />14 for the neighbors on the west side ". The Applicant further explains that her neighbors to the <br />15 north will have a "very limited view" of the coop due to the visual obstruction. The Applicant <br />16 has spoken to her east and west neighbors and both neighbors are supportive of her interest. The <br />17 dimensions of the coop are roughly 4 ft. by 6 ft. by 4 ft. with the latter dimension being the coop <br />18 height. <br />19 <br />20 Staff has reviewed the Applicant's materials and, based on the reasonable nature of the proposed <br />21 coop location and design as well as the statement of neighbor support, do recommend approval <br />22 of this request to keep three hens on the property in question. <br />23 <br />24 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17- <br />25 050; a Resolution Approving a Request to Keep Chickens in an R -1 Zoning District at 3313 <br />26 Wendhurst Avenue. <br />27 <br />28 Motion carried 5 -0. <br />29 <br />30 B. Street and Utility Reconstruction Plan. <br />31 <br />32 City Engineer Todd Hubmer provided the existing and proposed schedules for the Street and <br />33 Utility Reconstruction Program for the City of St. Anthony Village. The Street Reconstruction <br />34 Program is reviewed annually to ensure the City is addressing the most critical components of <br />35 the City's infrastructure. Several criteria were taken into consideration when developing the <br />36 recommended schedule: <br />37 1. Flood relief effort. <br />38 2. Condition of the existing utilities beneath the street. <br />39 3. Conditions of the streets and anticipated maintenance needs. <br />40 4. Adjacent infrastructure replacement (construction phasing). <br />41 5. Funding and requests from project partners. <br />42 <br />43 Mr. Hubmer noted in recent years the City has revised the schedule to address utility issues on <br />44 Chandler Drive, pedestrian and project partner availability on Stinson Boulevard, and pedestrian <br />45 and partner concerns on Silver Lake Road. <br />46 <br />
