Upper Harbor <br />Terminal, a planned 50-acre development in North Minneapolis, will be the largest <br />development opportunity along the Mississippi River in Minneapolis and will rely on <br />Lowry Avenue to serve as a critical east/west route through increasingly dense industrial <br />and commercial land uses. Shoreham Yards, an FHWA designated truck-rail facility in <br />Northeast Minneapolis, generates high levels of freight traffic along Lowry Avenue which <br />provides connections over the railroad and the Mississippi River. Additionally, Lowry <br />Avenue serves the growing business community and population within the adjacent <br />Northeast Minneapolis Arts District. <br /> <br />St. Anthony Boulevard is a short (0.1 mile) segment that provides a vital connection <br />between CSAH 153 and CSAH 88. This connection carries high levels of traffic and <br />connects roadways: <br /> <br />- CSAH 88 and CSAH 153 (Hennepin County) <br />- CSAH 136 (Ramsey County) <br /> <br />The Federal Highway Administration (FHWA) has identified Lowry Avenue, between 2nd <br />Street North and University Avenue, as an Intermodal Connector on the National <br />13
