Presently, there are no east/west Primary or A-Minor Arterials located <br />north of CSAH 81 (West Broadway Avenue) for 4.9 miles until I-694. East/west trips are <br />served on Lowry Avenue for industrial, commercial, and residential purposes including <br />access to the following Arterials: <br /> <br />- CSAH 81 (West Broadway Avenue) <br />- I-94 via Washington Avenue North/Dowling Avenue North <br />- I-35W via Johnson Street Northeast <br />- TH 65 (Central Avenue) <br />- TH 47 (University Avenue) <br /> <br />Additionally, St. Anthony Boulevard provides a connection to CSAH 88 (New Brighton <br />Boulevard) and Ramsey CSAH 136 (Silver Lake Road). <br /> <br /> <br />Following Section Required for All Principal and Minor Arterial Requests <br /> <br />Criteria: Illustrate how the requested change to a roadway functional classification complies <br />with the following criteria: <br /> <br />Place Connections: Lowry Avenue between West Broadway Avenue and St. Anthony <br />Boulevard serves as an east/west connection between existing traffic generators, including <br />the dense concentration of industrial and commercial land uses near the Shoreham Yards <br />trucking and bulk-distribution site, the Upper Harbor Terminal development, and the <br />growing business and residential area of the Northeast Minneapolis Arts District (Attachment <br />2). <br />Spacing: The nearest A-Minor Arterial roadways to Lowry Avenue between West Broadway <br />Avenue and St. Anthony Boulevard include the following: <br />North: 42nd Avenue, Webber Parkway, and 44th Avenue on the west side of the Mississippi <br />River (1.5 miles) <br /> St. Anthony Parkway on the east side of the Mississippi River (1.0 miles) <br />South: CSAH 81/ West Broadway Avenue (1.0 miles) <br />Management: All major intersections along the proposed route are controlled by traffic <br />signals, while all minor intersections are controlled by side street stop conditions. Existing <br />posted speeds are 30 MPH. Vehicle speed data, collected along Lowry Avenue on either side <br />of the Mississippi River, indicated an 85th Percentile Speed greater than 30 MPH throughout <br />the day (Attachment 3).
