Memorandum <br />To: Honorable Mayor and City Council <br /> Mark Casey, City Manager <br />City of Saint Anthony Village <br />From: Charles Rickart, PE, PTOE, Traffic Engineer <br />WSB & Associates Inc <br />Copy To: Breanne Rothstein, Planner & Todd Hubmer, City Engineer <br /> WSB & Associates, Inc. <br />Date: August 15, 2017 <br />Re:The Village LLC Traffic Study <br />Supplemental Traffic Review <br />WSB Project No. 2170-300 <br />A Traffic Study was prepared for redevelopment of the existing 15-acre, 200 unit manufactured <br />home/RV park community located in the northeast quadrant of the intersection of Kenzie Terrace <br />(CR 153) and Stinson Parkway in the City of St Anthony. The purpose of the study was to <br />determine the potential transportation impacts from the redevelopment of the site. The study was <br />prepared to be included as part of the Environmental Assessment Worksheet (EAW) process. <br />The proposed Village LLC development is anticipated to consist of a combination of multi- <br />family residential units (townhomes and apartments). The project is proposed to include five, 3 <br />to 5 story multi-unit buildings with a mix of apartments, senior living, and continuing care uses <br />consisting of approximately 800 units. In addition, the project will include approximately 37, 2- <br />to 3-story townhome units. <br />As part of the review process questions were raised with respect to the traffic conditions and <br />impacts to Stinson Parkway south of Lowry Avenue/Kenzie Terrace (CR 153) and on Lowry <br />Avenue west of Stinson Parkway. The propose of this supplemental traffic review is to address <br />the following questions: <br />1.How many vehicles are there today on: Stinson Parkway south of Lowry <br />Avenue/KenzieTerraceand Lowry Avenue west of Stinson Parkway (ADT and peak <br />hour)? <br />AM and PM peak hour turning movement and daily counts were conducted during the week <br />of October 10th, 2016 for the intersections and roadways surrounding the site including the <br />intersection of Stinson Parkway at Lowry Avenue / Kenzie Terrace (CR 153). The traffic <br />volumes were shown on Figure 4 and Figure 5 from the study. <br />your <br /> <br />
