The Village LLC Traffic Study –Supplemental Traffic Review <br />August 15, 2017 <br />Page 3 <br />Roadway congestion is based on the capacity of the roadway. The City’s current <br />Comprehensive Plan update, Transportation Section,includes a table (Table 1) that indicates <br />planning level thresholds for roadway segments. Based on this table a two-lane undivided has <br />a threshold of 10,000 to 12,000 vehicles per day. <br />Table 1 <br />Based on projections shown in above, both Stinson Parkway south of Lowry <br />Avenue/Kenzie Terrace and Lowry Avenue west of Stinson Parkway, have adequate capacity <br />with the existing roadway sections through 2040. <br />In addition, based on the analysis in the original Traffic Study mitigation improvements were <br />recommended for 2018 with the proposed development and by 2030 as the area continues to <br />develop. Specifically, at the Stinson Parkway and Lowry Avenue/Kenzie Terrace intersection <br />these recommendations include: <br />2018 with Lowry Grove Development: <br />Lengthen the westbound left turn from Kenzie Terrace (CR 153) to southbound NE <br />Stinson Parkway by shortening or removing the existing left turn lane from Kenzie <br />Terrace to the Bremer Bank Building. <br />Lengthen the northbound left turn from NE Stinson Parkway to westbound NE Lowry <br />Ave from 150 feet to 300 feet. <br />2030 with Future Area Development: <br />Consider a roundabout or other traffic control improvements at the intersection of <br />Kenzie Terrace (CR 153)/NE Lowry Ave at NE Stinson Parkway. <br />5.Should the CR 88 at Stinson Parkway also be analyzed? <br />During the development of the original Traffic Study it was determined based on direction <br />from Hennepin County that the intersection of CR 88 and Stinson Parkway would not need to <br />be included in the analysis. The primary reason was that this location is the intersection of <br />two county roads and has been identified with operational issues with existing conditions. <br />The increase in traffic from the proposed redevelopment will add traffic to this intersection <br />however, the magnitude of increase compared to the existing traffic will not significantly <br />change the overall operation of the intersection. <br />If you have any further questions need any additional information, please contact me at (612) <br />. <br />360-1283 or crickart@wsbeng.com <br /> <br />
