Resolution 17-057; a Resolution Supporting Hennepin County’s Efforts Seeking 2 <br />Approval for a Functional Class Upgrade of Kenzie Terrace and St. Anthony Boulevard. 3 <br /> 4 <br />Mr. Nate Hood and Mr. Jason Piper were present at the meeting representing Hennepin County 5 <br />Planning. 6 <br /> 7 <br />Mr. Nate Hood reviewed Hennepin County is requesting support from the City of St. Anthony 8 <br />Village to seek a functional classification change request to the Metropolitan Council for Kenzie 9 <br />Terrace (CSAH 153) and a short segment of St. Anthony Boulevard to obtain a higher functional 10 <br />classification status. This functional reclassification change is being requested to provide 11 <br />eligibility for the Regional Solicitation that is administered every two years by the Metropolitan 12 <br />Council. Currently, Hennepin County has not allocated any funds towards CSAH 153 (Lowry 13 <br />Avenue Northeast/Kenzie Terrace); however, County staff is aware of the current needs along 14 <br />the corridor, specifically related to pedestrian and bicycle accommodations, along with driveway 15 <br />access. The summary of the request from Hennepin County was provided for Council review. 16 <br />Mr. Hood noted the figures in the request illustrate that Hennepin County is seeking to reclassify 17 <br />Lowry Avenue, Kenzie Terrace and St. Anthony Boulevard from CSAH 81 (Broadway Avenue) 18 <br />to CSAH 88 (New Brighton Boulevard). A PowerPoint presentation was made outlining the 19 <br />specifics of the request. Mr. Hood described the Lowry Avenue NE Corridor Plan. The County 20 <br />has completed the Lowry Avenue NE Corridor and Implementation Framework Plan that 21 <br />outlines improvements to Lowry Avenue from Marshall Street Northeast to Stinson Boulevard. 22 <br />There are no current plans for the reconstruction of Kenzie Terrace or St. Anthony Boulevard. 23 <br /> 24 <br />Councilmember Jenson asked if the change is made, will the Council have an opportunity to 25 <br />approve the change. Mr. Hood stated Hennepin County would like to work with the City on any 26 <br />potential future project. 27 <br /> 28 <br />Councilmember Stille asked about the timing. Mr. Hood stated there is no plan at this time to 29 <br />reconstruct the roadway within the next five years. They would work with the City after that on a 30 <br />potential project. Councilmember Stille asked where the money comes from and Mr. Hood stated 31 <br />federal funds would be applied for and possibly some local funding. This is more of a technical 32 <br />change for the segment of road including Lowry. 33 <br /> 34 <br />Mayor Faust noted this is being done for future safety regarding access points and future funding 35 <br />outside Hennepin County. 36 <br /> 37 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Resolution 17-38 <br />057; a Resolution Supporting Hennepin County’s Efforts Seeking Approval for a Functional 39 <br />Class Upgrade of Kenzie Terrace and St. Anthony Boulevard. 40 <br /> 41 <br />Motion carried 4-0. 42 <br /> 43 <br />B.
