City Council Regular Meeting Minutes <br />August 22, 2017 <br />Page 3 <br /> <br />City Engineer Todd Hubmer presented the 2018 Street and Utility Improvement Project 1 <br />feasibility report for the reconstruction of the following streets: 2 <br />• Macalaster Drive from 37th Avenue NE to railroad tracks. 3 <br />• Foss Road from 37th Avenue NE to Chandler Drive. 4 <br />• Highcrest Road from 37th Avenue NE to terminate end. 5 <br />Sanitary sewer, water main, and storm sewer will be installed. In addition to these locations, the 6 <br />feasibility report also includes the following improvements: 7 <br />• Mill and overlay of Anthony Lane from County Road C to the cul-de-sac. 8 <br />• Central Park splash water reuse/irrigation retrofit. 9 <br /> 10 <br />Mr. Hubmer showed the location of the projects on a drawing. The project costs/funding 11 <br />breakdown were reviewed. The total cost of the projects would be $2,741,400 with $773,275 12 <br />through Special Assessments and $1,968,125 City Costs. Mr. Hubmer reviewed the Project 13 <br />Schedule and noted residents can receive email/text notifications through the City website. 14 <br /> 15 <br />Councilmember Stille noted this is a rather rare project as it occurs in high-density residential 16 <br />areas and asked how will traffic be handled. Mr. Hubmer stated the project will only close 17 <br />portions of the road during construction. The roadway will need to remain accessible. 18 <br />Councilmember Stille asked if during the splash pad boring could the drainage issue be looked at 19 <br />nearby. Mr. Hubmer stated they will look at that area. 20 <br /> 21 <br />Mayor Faust asked how many people sign up for the email/text notifications. Mr. Casey stated it 22 <br />is well received and there are 152 people currently signed up. 23 <br /> 24 <br />Motion by Councilmember Jenson, seconded by Councilmember Gray, to adopt Resolution 17-25 <br />058; a Resolution Receiving Feasibility Report and Ordering Plans and Specifications for the 26 <br />2018 Street and Utility Improvement Project. 27 <br /> 28 <br />Motion carried 4-0. 29 <br /> 30 <br />C. Update on City Projects 31 <br /> 32 <br />City Engineer Todd Hubmer provided an update for the City Council on City Projects, noting the 33 <br />ribbon-cutting for the Advanced Oxidation Process Plant was held in August. That project is 34 <br />wrapping up. A pilot study is being done. He reported the Highway Safety Improvements 35 <br />sidewalk is nearing completion and the wiring for the intersections are in the ground. The street 36 <br />project is moving along and curb and gutter should be in by the end of next week. There was a 37 <br />discussion on the walls and they were the right tool for the job. 38 <br /> 39 <br />D. Resolution 17-059; a Resolution Approving the Lot Line Adjustment and Parcel Transfer 40 <br />to the Property at 3017 Croft Drive. 41 <br /> 42 <br />City Planner Breanne Rothstein reviewed Staff has reviewed the proposed lot line adjustment 43 <br />and parcel transfer requested and recommends approval of the application, subject on the 44 <br />following conditions: 45 <br />7
