City Council Regular Meeting Minutes <br />August 22, 2017 <br />Page 2 <br />A. Resolution 17 -057; a Resolution Supporting Hennepin County's Efforts Seeking <br />Approval for a Functional Class Upgrade of Kenzie Terrace and St. Anthony Boulevard <br />Mr. Nate Hood and Mr. Jason Piper were present at the meeting representing Hennepin County <br />Planning. <br />8 Mr. Nate Hood reviewed Hennepin County is requesting support from the City of St. Anthony <br />9 Village to seek a functional classification change request to the Metropolitan Council for Kenzie <br />10 Terrace (CSAH 15 1) and a short segment of St. Anthony Boulevard to obtain a higher functional <br />11 classification status. This functional reclassification change is being requested to provide <br />12 eligibility for the Regional Solicitation that is administered every two years by the Metropolitan <br />13 Council. Currently, Hennepin County has not allocated any funds towards CSAH 153 (Lowry <br />14 Avenue Northeast/Kenzie Terrace); however, County staff is aware of the current needs along <br />15 the corridor, specifically related to pedestrian and bicycle accommodations, along with driveway <br />16 access. The summary of the request from Hennepin County was provided for Council review. <br />17 Mr. Hood noted the figures in the request illustrate that Hennepin County is seeking to reclassify <br />18 Lowry Avenue, Kenzie Terrace and St. Anthony Boulevard from CSAH 81 (Broadway Avenue) <br />19 to CSAH 88 (New Brighton Boulevard). A PowerPoint presentation was made outlining the <br />20 specifics of the request. Mr. Hood described the Lowry Avenue NE Corridor Plan. The County <br />21 has completed the Lowry Avenue NE Corridor and Implementation Framework Plan that <br />22 outlines improvements to Lowry Avenue from Marshall Street Northeast to Stinson Boulevard. <br />23 There are no current plans for the reconstruction of Kenzie Terrace or St. Anthony Boulevard. <br />24 <br />25 Councilmember Jenson asked if the change is made, will the Council have an opportunity to <br />26 approve the change. Mr. Hood stated Hennepin County would like to work with the City on any <br />27 potential future project. <br />28 <br />29 Councilmember Stille asked about the timing. Mr. Hood stated there is no plan at this time to <br />30 reconstruct the roadway within the next five years. They would work with the City after that on a <br />31 potential project. Councilmember Stille asked where the money comes from and Mr. Hood stated <br />32 federal funds would be applied for and possibly some local funding. This is more of a technical <br />33 change for the segment of road including Lowry. <br />34 <br />35 Mayor Faust noted this is being done for future safety regarding access points and future funding <br />36 outside Hennepin County. <br />37 <br />38 Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Resolution 17- <br />39 057; a Resolution Supporting Hennepin County's Efforts Seeking Approval for a Functional <br />40 Class Upgrade of Kenzie Terrace and St. Anthony Boulevard. <br />41 <br />42 Motion carried 4 -0. <br />43 <br />44 B. Resolution 17 -058; a Resolution Receiving Feasibility Report and Ordering Plans and <br />45 Specifications_ for the 2018 Street and Utilitv Improvements <br />
