City Council Regular Meeting Minutes <br />August 22, 2017 <br />Page 3 <br />1 City Engineer Todd Hubmer presented the 2018 Street and Utility Improvement Project <br />2 feasibility report for the reconstruction of the following streets: <br />3 • Macalaster Drive from 37th Avenue NE to railroad tracks. <br />4 • Foss Road from 37th Avenue NE to Chandler Drive. <br />5 • Highcrest Road from 37th Avenue NE to terminate end. <br />6 Sanitary sewer, water main, and storm sewer will be installed. In addition to these locations, the <br />7 feasibility report also includes the following improvements: <br />8 • Mill and overlay of Anthony Lane from County Road C to the cul -de -sac. <br />9 • Central Park splash water reuse /irrigation retrofit. <br />10 <br />11 Mr. Hubmer showed the location of the projects on a drawing. The project costs /funding <br />12 breakdown were reviewed. The total cost of the projects would be $2,741,400 with $773,275 <br />13 through Special Assessments and $1,968,125 City Costs. Mr. Hubmer reviewed the Project <br />14 Schedule and noted residents can receive email /text notifications through the City website. <br />15 <br />16 Councilmember Stille noted this is a rather rare project as it occurs in high- density residential <br />17 areas and asked how will traffic be handled. Mr. Hubmer stated the project will only close <br />18 portions of the road during construction. The roadway will need to remain accessible. <br />19 Councilmember Stille asked if during the splash pad boring could the drainage issue be looked at <br />20 nearby. Mr. Hubmer stated they will look at that area. <br />21 <br />22 Mayor Faust asked how many people sign up for the email /text notifications. Mr. Casey stated it <br />23 is well received and there are 152 people currently signed up. <br />24 <br />25 Motion by Councilmember Jenson, seconded by Councilmember Gray, to adopt Resolution 17- <br />26 058; a Resolution Receiving Feasibility Report and Ordering Plans and Specifications for the <br />27 2018 Street and Utility Improvement Project. <br />28 <br />29 Motion carried 4 -0. <br />30 <br />31 C. Update on City Projects <br />32 <br />33 City Engineer Todd Hubmer provided an update for the City Council on City Projects, noting the <br />34 ribbon - cutting for the Advanced Oxidation Process Plant was held in August. That project is <br />35 wrapping up. A pilot study is being done. He reported the Highway Safety Improvements <br />36 sidewalk is nearing completion and the wiring for the intersections are in the ground. The street <br />37 project is moving along and curb and gutter should be in by the end of next week. There was a <br />38 discussion on the walls and they were the right tool for the job. <br />39 <br />40 D. Resolution 17 -059: a Resolution Approving the Lot Line Adjustment and Parcel Transfer <br />41 to the Property at 3017 Croft Drive. <br />42 <br />43 City Planner Breanne Rothstein reviewed Staff has reviewed the proposed lot line adjustment <br />44 and parcel transfer requested and recommends approval of the application, subject on the <br />45 following conditions: <br />
