City Attorney review and resolution of any other outstanding legal issues associated with <br />4 recording of the lot line adjustment and parcel transfer. <br />6 City Planner Rothstein provided the background of the case stating applicant John Flagg, the <br />7 owner of the property at 3017 Croft Drive, is proposing a 10 -foot lot line adjustment and <br />8 subsequent parcel transfer to his property from the parcel to the north (3021 Croft Drive, owned <br />9 by Sothamith Chau). The purpose of the lot line adjustment and parcel transfer is for the existing <br />10 driveway access to 3017 Croft Drive. Ms. Rothstein showed a map indicating the property. The <br />11 applicant proposes adjusting the lot line between 3017 and 3021 Croft Drive to ensure the <br />12 driveway is located entirely on his property. Ms. Rothstein referred to the applicable City Code. <br />13 A Quit Claim Deed has been signed by both property owners. <br />14 <br />15 Mayor Faust asked if the property is torrenced or will be torrenced. Ms. Rothstein stated the <br />16 property is torrenced according to the Quit Claim Deed. Mr. Flagg did not create the problem. <br />17 <br />18 Councilmember Stille asked why this didn't come through the Planning Commission and Ms. <br />19 Rothstein stated the Council can waive Planning Commission review and public hearing. Mr. <br />20 Casey stated adopting this resolution will satisfy what needs to be done. <br />21 <br />22 Mayor Faust asked Mr. Flagg if he had anything to add and Mr. Flagg thanked Council. <br />23 <br />24 Motion by Councilmember Gray, seconded by Councilmember Jenson, to adopt Resolution 17- <br />25 059; a Resolution Approving the Lot Line Adjustment and Parcel Transfer to the Property at <br />26 3017 Croft Drive. <br />27 <br />28 Motion carried 4 -0. <br />29 <br />30 Ms. Rothstein provided an update on the redevelopment of 2401 and 2501 Lowry Avenue and <br />31 noted on Monday, August 28, at 7:00 p.m. there will be a public hearing regarding the <br />32 redevelopment of that site. All materials pertaining to this project are available online. <br />33 <br />34 E. Resolution 17 -060• a Resolution Approving the Joint Cooperation Agreement Regarding <br />35 Public Safety Related to the 2018 National Football League Super Bowl Security. <br />36 <br />37 City Manager Casey reviewed a Joint Powers Agreement with the City of Minneapolis for the <br />38 2018 Super Bowl. The event runs from Friday, January 26, 2018 to February 4, 2018. The <br />39 impact to the City of Minneapolis and surrounding areas will require support from local, state, <br />40 and federal law enforcement agencies. The Minneapolis Police Department has indicated they <br />41 cannot do this without significant assistance from law enforcement partners from around the <br />42 area. The City of Minneapolis is looking for agencies willing to commit full -time licensed <br />43 personnel to work alongside the Minneapolis PD in various operational roles. Wage <br />44 reimbursement is available for assigned law enforcement personnel as part of a Joint Powers <br />45 Agreement QPA). Personnel will be paid straight and overtime rates in accordance with the JPA <br />46 and reimbursement is limited to personnel costs only. Mr. Casey explained assigned personnel <br />
