August 28, 2017 <br />Page 6 <br /> <br />Environmental (Contamination): There is contamination on the site from the apparent spreading of <br />oil on dirt roads for dust control (historically), the location of a dry cleaner on the Bremer site, and <br />the siting of underground petroleum tanks (historical). The appropriate Response Action Plan has <br />been submitted and approved by appropriate agencies. The developer is intending to remediate all <br />environmental contamination on the site as a part of redevelopment. The EAW completed for this <br />site has listed the detailed permits and information related to this clean up effort. <br /> <br />Grading: A grading plan has been submitted that appears to involve significant grading and changes <br />to the grade on the site. It appears that most, if not all trees, will be removed as part of the grading. <br /> <br />Stormwater Management: A stormwater management collection and treatment system is proposed <br />through a system of curbing, catch basins, underground conveyance, ponding, and bio-retention. This <br />includes traditional at grade ponds and below grade bio-filtration systems. <br /> <br />Utilities: Public sanitary sewer and watermain extensions and hydrants are proposed as part of this <br />development. The infrastructure is proposed under private streets, with public easements over <br />them. <br /> <br />Phasing: The staging plan depiction is shown below. The staging plan indicates the sequence of site <br />development and indicates a total buildout time frame of 5 to 7 years. Building D, the roads, the <br />utilities, the park, and the stormwater <br />retention pond are all incorporated into <br />the first stage of development. This will <br />be followed by the construction of <br />building A. Next staged are the <br />townhomes, followed by Building C and <br />then Building B. Building E is currently <br />listed as “TBD” in the phasing plan. Aeon <br />has indicated that they anticipate a 2019 <br />construction season, depending on <br />award of tax credits and other required <br />funding sources. <br /> <br /> <br /> <br />Park Dedication Fees: Park dedication is <br />required on all new subdivisions in St. <br />Anthony. The amount of land (or cash in-lieu) will be determined at the time of final plat. All park <br />dedication requests will need to be reviewed by the Park Commission. More details will be needed to <br />determine appropriate park dedication obligation and credit. <br /> <br />10
