The site <br />would be better configured if the density was a max of 40 units per acre; <br /> <br />(6) Provide for compatibility of different land uses. The proposal provides for a variety of residential <br />land uses on the site. <br /> <br /> <br />B. Does the comprehensive plan amendment to change the land use at 2401 Lowry Avenue from <br />commercial to high density residential achieve the following findings? <br />(1) Protect the use districts. The proposed land use is high density residential, which is a change <br />from the commercial designation. <br /> <br />(2) Promote orderly development and redevelopment. In staff’s review of the proposal, a change to <br />land use from commercial to high density residential does promote orderly development since a <br />commercial use of the parcel on the corner would be isolated from most nearby commercial. <br /> <br />(3) Provide adequate light, air, and access to property. The land use change does not affect the <br />provision of adequate light, air, and access. The proposed access to the site will need to be <br />evaluated and commented on as part of the overall PUD request. Generally, high density <br />residential uses generate less traffic than commercial uses. <br /> <br />(4) Prevent congestion in the public streets. The land use change proposed does not prevent, or <br />substantially affect, congestion in the street. <br /> <br />(5) Prevent overcrowding of land and undue concentration of structures by regulating land, <br />buildings, yards, and densities. The land use change proposed does increase the overall density <br />on the site, but generally, high density residential is considered less intense than a full utilization <br />of the site as a commercial use. <br /> <br />(6) Provide for compatibility of different land uses. The proposed land use change provides for <br />better compatibility with the rest of the development, which is proposed as high density <br />residential. The integration of the site will be addressed as part of the PUD review. <br /> <br />Staff has completed a thorough review of the Preliminary PUD Development Plan and Preliminary Plat <br />proposal and has the following comments and requested changes: <br /> Full streetscape exhibit. Currently the site plan is lacking in detail about the design and <br />plan for the streetscape for the project. The look and feel of the streetscape is a critical <br />feature for a site of this scale. Staff requests the submission of a full and separate <br />streetscape exhibit that includes more detail regarding dimensions of sidewalks and <br />trails, curbs, parking bump-outs, driveways, public infrastructure in streetscape <br />(hydrants, utility boxes, etc), and boulevards and boulevard landscaping. This includes <br />the area along the alleyway on the north side as well as on all public and private streets. <br />Specifically, the following additions/considerations are requested: <br />13
