August 28, 2017 <br />Page 10 <br /> <br /> A trail plan is requested that connects all of the building areas together. <br /> Many retaining walls are proposed. The site needs to be re-evaluated to reduce <br />the number of retaining walls, especially in areas critical to urban design (along <br />Kenzie Terrace and along private streets; between Building E and Building C; and <br />in the northeast corner of the site. This also relates to the grading and drainage <br />plan, and stormwater management plan. <br /> Boulevard trees and sidewalks are requested on each of the streets. <br /> The removal of all existing encroachments into Stinson Parkway. <br /> The addition of street lights along Stinson Parkway, in coordination with the <br />Park Board on number and spacing. <br /> Landscaping Plan. Staff is requesting submittal of a landscape plan that details the <br />location and programming for greenspace (particularly over the areas labeled <br />“biofiltration basin.”) All areas in the development need intentional landscaping and <br />programming. More information is required regarding the green spaces indicated <br />interior to Building B. All areas not proposed as greenspace (driveways in alley, Building <br />B interior, biofiltration areas, patio on Building D) should be removed as “green” from <br />the site plan. An effort should be made to indicate the preservation of trees, where <br />possible. <br /> Details regarding building plans. Staff is requesting more detail about the proposed <br />style(s) of the townhomes, and confirmation that there are no driveways proposed for <br />the townhomes on Stinson Parkway and details regarding the off-street parking for <br />these units (distance from garage door to curb along Road C). Additionally, there seem <br />to be measurement discrepancies shown on the site plan for the lengths of the north <br />side driveways as well as driveway access. <br />Staff requests that the Applicant examine the accuracy of these measurements and <br />submit revised plans showing details of access along the alley, including location, <br />grades, and building elevation views of the north side of those townhomes. <br />Staff is also requesting all four building elevations for each building and labeled for ease <br />in reading/evaluating. Urban design and the interaction of the building with the street, <br />walkways, and views from surrounding properties needs to be evaluated. The proposed <br />number of 1, 2, and 3 bedroom apartments proposed should also be indicated, by <br />building. <br /> Details on Parking. Staff is requesting more information on the details on the parking <br />garages proposed is missing (underground, at-grade, or above grade, and proposed <br />lowest floor elevations of underground garages). Also, more information is requested <br />regarding guest parking (how many numbers of underground and at grade guest <br />parking), handicap parking stalls (how many and location).
