City Council Regular Meeting Minutes <br />October 10, 2017 <br />Page 3 <br /> <br />Satisfactory submittal of evidence to provide proof of clear title (and resolution of any 1 <br />outstanding title issues) 2 <br /> 3 <br />City Attorney review and resolution of any other outstanding legal issues associated with 4 <br />recording of the minor subdivision and parcel transfer. 5 <br /> 6 <br />Councilmember Stille asked if the resulting Unofficial lot conforms with all parking and zoning 7 <br />conditions and Ms. Rothstein stated the property to be conveyed is currently vacant with no 8 <br />parking lot or building on the lot. The resulting parcel is .8 acres. 9 <br /> 10 <br />Councilmember Jenson asked what the growth in acreage is. Ms. Rothstein stated there is a 50% 11 <br />increase in the size of the lot going from half an acre to .8 acres. 12 <br /> 13 <br />The Applicant was present but did not wish to address the Council. 14 <br /> 15 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 16 <br />17-069; a Resolution Approving the Minor Subdivision Request for the Properties Located at 17 <br />3725 Stinson Boulevard and 3701 Stinson Boulevard subject to the two conditions. 18 <br /> 19 <br />Motion carried 4-0. 20 <br /> 21 <br />VI. GENERAL BUSINESS OF COUNCIL. 22 <br /> 23 <br />A. Resolution 17-070; a Resolution denying The Comprehensive Plan Amendments, PUD 24 <br />Preliminary Development Plan/PUD Rezoning and Preliminary Plan related to The 25 <br />Village, LLC Project Located at 2401 and 2501 Lowry Avenue. 26 <br /> 27 <br />Ms. Rothstein reviewed the process to date for the Council and public. The Planning 28 <br />Commission recommendation from their September meeting was reviewed. Revised plans were 29 <br />submitted on October 2, 2017 and both sets of plans are included in the Council packet for 30 <br />review. 31 <br /> 32 <br />City Manager Casey reviewed a letter he submitted to the Mayor and Councilmembers on 33 <br />October 5, 2017 stating: 34 <br /> 35 <br />On October 2, 2017, the applicant submitted revised plans and additional information (“Revised 36 <br />Application”). This information revises the plan that was presented to the Planning Commission. 37 <br />All additional information contained in the revised Application has been made part of the public 38 <br />record, has been provided to Council and has been posted on the City’s website. In particular, the 39 <br />Revised Plan requires a Comprehensive Plan amendment for the portion of the proposed project 40 <br />at 2401 Lowry which is proposed for affordable housing. In addition, the entire site requires a 41 <br />Planned Unit Development (PUD) authorization, which is a form of rezoning. 42 <br /> 43 <br />The Applicant, by letter dated September 18, requested that the Council consider the Revised 44 <br />Plan at this evening’s meeting. Due to the revisions submitted on October 2, Council may 45 <br />consider the revisions or may choose to ask the Planning Commission to consider the Revised 46 <br />3
