Planning Commission Regular Meeting Minutes <br />February 21, 2012 <br />Page 5 <br />1 yard and a setback. Despite receiving several explanations, the applicant often remained very <br />2 confused. In reviewing the ordinance language, Staff did find that the ordinance describing the <br />3 front, rear, and side yards was confusing and assumed that the difference between the yards and <br />4 respective setbacks was understood. Assistant City Manager Kim Moore -Sykes provided <br />5 proposed text amendment in an attempt to more clearly define each of the yards and the <br />6 corresponding setbacks. She provided suggested amendments to RI, R1A, R2, R3 and R4 <br />7 dimensional regulations. <br />9 Commissioner Jensen questioned the front yard verbiage. He questioned the principal structure <br />10 and suggested adding the word `residential' between principal and structure. Commissioner <br />11 Jensen suggested there be more discussion on the front yard setback. He gave examples of <br />12 porches, concrete entrance ways for homes, and decks. <br />13 <br />14 Commissioner Niccum suggested since the measuring is done from the primary structure to the <br />15 front yard setback. Commissioner Jensen suggested the wording be further clarified. <br />16 <br />17 Commissioner Cincoski asked Commissioner Jensen if he was proposing new language. <br />18 Commissioner Jensen stated he could take some pictures and other examples. He suggested <br />19 there be a new number for the Front Yard Setback. <br />20 <br />21 Chair Heinis asked if with setbacks if there some encroachment is allowed. Assistant City <br />22 Manager Kim Moore -Sykes stated there is some encroachment allowed. <br />23 <br />24 Commissioner Jensen asked if there is an opportunity to look closer at the language. Assistant <br />25 City Manager Kim Moore -Sykes suggested this be discussed at a work session and then bring it <br />26 back for a public hearing. She noted all requests are reviewed according to the zoning code. <br />27 <br />28 Commissioner Jensen requested front yard setbacks be further discussed and researched and to <br />29 also look at comer lots. <br />30 <br />31 Assistant City Manager Kim Moore -Sykes will add this to the agenda of an upcoming work <br />32 session. <br />33 <br />34 X.
