APPROVAL OF MEETING MINUTES. <br />3 There were no corrections to the minutes. <br />4 <br />5 Motion by Commissioner Crone, second by Commissioner Heinis, to approve the Planning <br />6 Commission meeting minutes of December 20, 2011 as presented. <br />Motion carried 4 -0 -1 ( Chaput abstained) <br />10 VII. COMMUNICATION WITH CITY COUNCIL. <br />11 <br />12 None. <br />13 <br />14 VIII. PUBLIC HEARINGS. <br />15 <br />16 VIL1 SILVERWOOD PARK 2500 CO. RD. E ST. ANTHONY VARIANCE TO <br />17 LAKESHORE SETBACK <br />18 <br />19 Chair Jensen opened the public hearing at 7:07 p.m. <br />20 <br />21 Assistant City Manager Moore -Sykes presented the staff report for the Three Rivers Park <br />22 District. She stated this is a variance application for the construction of a 12' x 18' canoe <br />23 rental /storage shed approximately 80 feet from Silver Lake, immediately adjacent to existing <br />24 fishing piers and trails. Mr. Tom Moffat, Three Rivers Park District is the petitioner. The <br />25 Commission is requested to establish Findings of Fact for this request, based on information and <br />26 testimony presented by the applicants, the public, and Staff and pass a recommendation to <br />27 Council regarding the variance request to the Lakeshore Setback requirement in the City's <br />28 Zoning Code. <br />29 <br />30 Assistant City Manager Moore -Sykes stated Staff has not received any resident's comments. <br />31 <br />32 Mr. Tom Moffat, Three Rivers Park District appeared before the Commission. He stated he <br />33 agrees with the details Staff provided. Mr. Moffat stated the setback would actually be 83 feet <br />34 from Silver Lake. A concept drawing was shown indicating the peak height being 14 feet. This <br />35 height could be lowered if requested. The question was raised whether there would be any <br />36 landscaping. Mr. Moffat stated shrubs would be planted between the shed and the lakeshore. <br />37 The Horticulture Department has a landscaping plan for that entire area. The landscaping would <br />38 occur after the construction is completed in the spring. <br />39 <br />40 Commissioner Chaput asked if the use for the shed was solely storage. Mr. Moffat stated it <br />41 would be used for storage and boat rental. Commissioner Chaput asked if there would be fuel <br />42 storage. Mr. Moffat stated there may be a gas can for an outboard motor that would be used in <br />43 an emergency but they are researching electric motors charged by solar. <br />44 <br />
