Planning Commission Regular Meeting Minutes <br />January 17, 2012 <br />Page 3 <br />1 Mr. Dan Bartel, 4021 Silver Lane Terrace NE, stated his concern is the storage of fuel and <br />2 hazardous materials. He is also concerned what this shed would do to the beauty of the lake, <br />3 fears residents may wish to construct a boat house, and questioned where the "line" would be <br />4 drawn. Mr. Moffat stated the shed would be part of the park plan. <br />5 <br />6 Chair Jensen closed the public hearing at 7:21 p.m. <br />8 Commissioner Crone asked where exactly 200 feet is. Mr. Moffat indicated 200 feet on the site <br />9 plan, noting it brings the location up the hill close to the parking lot. The attendant would be <br />10 required to carry heavy equipment up and down the hill on a daily basis. Commissioner Crone <br />11 asked about the peak height being 14 feet. Mr. Moffat stated that could be revised if the City <br />12 requires it to be lower. <br />13 <br />14 Commissioner Crone asked if the shed would be used as a concession stand in the future. Mr. <br />15 Moffat stated that would not happen. <br />16 <br />17 Commissioner Crone asked if there would be one or two attendants. Mr. Moffat stated most <br />18 often there would be one attendant and they would have a cell phone in case of a safety concern. <br />19 <br />20 Commissioner Crone stated the ramp that was nicely constructed and asked if the ramp is wheel <br />21 chair accessible. Mr. Moffat stated the ramp was built meeting ADA standards. Mr. Moffat <br />22 stated a goal of the District is to make as much of the park handicap accessible. He stated the <br />23 slope is ADA accessible. <br />24 <br />25 Commissioner Crone asked if there would be a porta -potty along the trail. Mr. Moffat stated they <br />26 do not foresee having one. Commissioner Crone asked why the area was cleared. Mr. Moffat <br />27 stated there was quite a bit of invasive species that needed to be removed. <br />28 <br />29 Commissioner Niccum stated this variance, if approved, is based on the fact there is a danger <br />30 element of renting canoes without this a structure close to the lake. A similar request from a <br />31 resident would not be allowed because these criteria would not be met. <br />32 <br />33 Chair Jensen summarized the shed would provide storage and an area from which to rent <br />34 equipment. He asked if someone on staff is trained in safety. Mr. Moffat stated he and all staff <br />35 are trained and there is a standard emergency response plan. <br />36 <br />37 Chair Jensen noted at the last meeting a question was raised about amending the existing ROS <br />38 that would allow such a structure instead of considering this as a variance. Assistant City <br />39 Manager Moore -Sykes stated staff is still researching that possibility. <br />40 <br />41 Chair Jensen noted there are different criteria for the open area and park areas compared to the <br />42 residential areas. Chair Jensen asked how long is the fishing pier. Mr. Moffat answered 82 feet <br />43 long. <br />44 <br />
