October 21, 2013 <br />Page 2 <br />School Enrollment <br />The most recent data available for school enrollment is from 2005 -2009 and is based on Census Block <br />Groups as shown in the figures in Exhibit B. This data indicates the average enrollments by category <br />include: <br />Pre - School — Higher concentrations of pre - school students per block group are generally <br />located south of 33`d Avenue and north of 29h Avenue. All of the homes in this <br />area are single- family residential units with a median home value (2012) range <br />between $198,215 to $357,813. Housing stock in this area of the City if very <br />limited, with 0 -16 vacant residential units. Additionally, a large portion of this <br />area of the City consists of owner occupied — free and clear units (2010). Crime <br />in this portion of town (index of 65 and 75) indicates a "low" crime rate <br />compared to the average local crime level to that of the United States as a whole <br />where an index of 100 is average. <br />Kindergarten — Higher concentrations of kindergarten students per blockroup are generally <br />located in the northeastern portion of the City north of 37 Avenue NE and east <br />of Silver Lake Road. While there are some single - family residential units in this <br />area of the City, there is also a higher concentration of medium -to- high - density <br />residential units in this area with a median home value (2012) ranging between <br />$146,819 to $163,281. This portion of the City has a higher vacancy rate with 68- <br />156 units vacant per block group. Crime in this portion of town (index of 46) <br />indicates a "low" crime rate compared to the average local crime level to that of <br />the United States as a whole where an index of 100 is average; lowest in the City. <br />Elementary <br />School 1 to 4— Higher concentrations of elementary school 1 -4 grade students per block group <br />are generally located on the south end and northwestern sides of the City with 67 <br />and 80 students respectively. While some areas within these block group areas <br />are single - family residential units there is also a higher concentration of medium <br />— to — high — density residential units in the area with a median home value <br />(2012) ranging between $163,282 to $178,723 (southern portion of the City) and <br />$198,215 to $357,813 (northwestern portion of the City). This portion of the City <br />has a higher vacancy rate with 68 -156 units (southern portion of the City) and 30- <br />45 units (northwestern portion of the City) vacant per block group, and higher <br />levels of rental units, specifically the northwestern portion of the City. The <br />southern portion of the City does have a higher level of owner occupied units <br />compared to other portions of the City. Crime in this portion of town (index of <br />61 and 60) indicates a "low" crime rate compared to the average local crime level <br />to that of the United States as a whole where an index of 100 is average. <br />Middle <br />School 5 to 8— Higher concentrations of middle school 5 -8 grade students per block group are <br />located generally north of 33`d Avenue (150 students) immediately adjacent to the <br />middle/high school area. Majority of the homes within this area are single - <br />family residential lots with a median home value (2012) ranging between <br />$198,215 to $357,813. A portion of this area (far northeastern portion) does have <br />a higher vacancy rate with a larger portion of the housing units being rental units. <br />Crime in this portion of town (index of 46, 62 and 75) indicates a "low" crime <br />rate compared to the average local crime level to that of the United States as a <br />whole where an index of 100 is average. <br />High <br />School 9 to 12— Higher concentrations of high school 9 -12 grade students per block group are <br />located generally north of 33d Avenue (87 students) immediately adjacent to the <br />middle/high school area.
