Planning a Construction 701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763 - 541 -4800 <br />Fax: 763 - 541 -1700 <br />CITY OF SAINT ANTHONY VILLAGE MEMORANDUM <br />To: Mark Casey, City Manager, St. Anthony Village <br />Robert Laney, Superintendent, St. Anthony -New Brighton School District <br />From: Jack Corkle, PTP, AICP <br />Date: January 22, 2013 <br />WSB Project No. 02170 -000 <br />Regarding: Safe Routes to School Grant Application <br />APPLICATION TYPE <br />Based on our review and discussion following the October 30, 2012 joint City Council and School Board <br />meeting, WSB has been retained to prepare safe routes to school (SRTS) planning grant application for <br />Wilshire Park Elementary. If the application is selected, the planning grant will identify different <br />methods to increase biking and walking to school. Methods to increase biking and walking will be <br />focused in five areas: education, encouragement, enforcement, engineering and evaluation. <br />INFORMATION GATHERED <br />To date, we have met and discussed the questions on the attached form. Information collected as part <br />of our discussions will be incorporated into the seven questions included in the grant application. Much <br />of the data and information collected has been policy - related. The grant is seeking this information to <br />ensure that the planning process will be completed and that follow -up activities (beyond construction <br />projects) will be implemented in the future. <br />Information provided by the city and the school district has been helpful. There are a few things that <br />the community is doing that will make the application stronger. These activities include the bike rodeos <br />and the summer survival school put on by the police department. <br />Support letters from the city and the school district have been drafted for signatures. <br />ADDITIONAL INFORMATION TO BE COLLECTED <br />Specific details on the police department programs and public works maintenance activities are still <br />being collected. In addition, traffic information (volumes, crashes, speeds, etc.), barriers and known <br />problem areas will be collected and mapped as part of the application. <br />NEXT STEPS <br />Once the data is collected, a draft application will be prepared. In addition to answering the questions <br />outlined in the grant, maps and photos will be prepared to better show existing conditions and activities <br />run by both the city and the school district. A draft application will be sent to staff on February 4t6. <br />Comments will be solicited and edits will be made. <br />SUBMISSION <br />The grant is due on February 15, 2013. Grants are to be submitted electronically. WSB will provide a <br />pdf copy of the grant to both the city and the school district. WSB will have the city (as the official <br />applicant) submit the grant. <br />It is anticipated that grant awardees will be notified in March about the status of their application. <br />
