3. The Program may be advertised in the official newspaper for the City of St. <br />Anthony. <br />4. Application packages shall be mailed to property owners upon request. <br />5. As completed applications are received, the following will occur: <br />1. Engineering will inspect applicants properties to assess the flooding <br />problem. <br />2. To ensure a high quality response, Engineering may coordinate an initial <br />site visit with the applicant. <br />3. Engineering will determine the 1% flood level and the lowest opening in <br />the building. <br />4. Engineering recommends methods of flood relief. <br />6. The Program Specialist shall review the proposed flood relief, including ancillary <br />items, with the property owner and answer any questions they may have. <br />7. Engineering recommendations for flood relief will be given to the property owner <br />to obtain three bids. Should the property owner have problems getting three bids, <br />two bids will be acceptable. The property owner should return contractor bids to <br />the Program Specialist as soon as possible. <br />8. Bids shall be reviewed by the Program Specialist for completeness and cost <br />reasonableness. The lowest responsible bid will be accepted, unless property <br />owner wishes to pay the difference between low bid contractor and contractor of <br />their choice. <br />9. Once a contractor has been selected by the property owner, a Contract (Exhibit F) <br />shall be signed between the property owner and selected contractor. The Program <br />Specialist shall send the property owner a Commitment Letter (Exhibit E) stating <br />the approved grant amount. The owner must also sign a contract (Exhibit H) with <br />the City at this time. The Program Specialist will send the owner a notice to <br />proceed (Exhibit J) stating that the contractor may now start work. The <br />contractor is responsible for normal City permits and fees as required. <br />10. In the event that changes to the approved work are necessary, a Change in Work <br />Form (Exhibit I) must be completed. The form outlines all changes in the <br />approved work and in the grant amount. It must be signed by the contractor, the <br />property owner and the Program Specialist. As applicable, revised bids should be <br />attached to the form. <br />11. While work is in progress, the Program Specialist shall notify the Engineering <br />Division. The Engineering Division may make site inspections to make sure <br />specified construction meets elevation requirements. If construction does not <br />comply with requirements, the Engineer shall inform the Program Specialist on <br />necessary construction changes. <br />Page 3 U TUBLIC WORRSTLOODRELIEFPORM- 2001.DOC% <br />
