City Council Regular Meeting Minutes <br />November 28, 2017 <br />Page 5 <br />The City Council went into a closed meeting at 7:40 p.m. <br />3 F. Closed Meeting <br />4 <br />5 The St, Anthony Village City Council held a closed meeting to protect attorney - client privileged <br />6 communications as permitted by Minn Stat. §13D.05, subd 3(b) to discuss threatened litigation <br />7 involving the claims of Diamond Reynolds and her minor daughter, DER concerning an incident <br />8 occurring July 6, 2016. <br />9 <br />10 The City Council returned to the Council Chambers at 7:56 p.m. <br />11 <br />12 Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve Resolution <br />13 17 -080; a Resolution approving a mediation agreement in Diamond Reynolds, Individually and <br />14 as next friend of DER, a minor child v. City of Saint Anthony; City of Roseville; City of Falcon <br />15 Heights; and Jeronimo Yanez, individually and as agent and/or employee of City of Saint <br />16 Anthony Police Department, State of Minnesota, District Court, County of Ramsey, Second <br />17 Judicial District. <br />18 <br />19 Councilmember Stille read the entire Resolution 17 -080. The agreed settlement is $675,000. <br />20 <br />21 Mayor Faust stated if this was not approved it would re -open the litigation and bring heartache to <br />22 all involved. This is the right thing to do and we need to move forward. <br />23 <br />24 Councilmember Stille stated this is in the best interest of all parties. <br />25 <br />26 Motion Carried 4 -0 <br />27 <br />28 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />29 <br />30 City Manager Casey stated he participated in the Dare to be Real program at the High School on <br />31 November 16, 2017. He thanked the other City Staff that was present. He stated December 4, <br />32 2017, is the last date to submit an application for the open City Council seat. <br />33 <br />34 Councilmember Jenson stated he attended the Lowry Grove Redevelopment presentation on <br />35 November 27, 2017. <br />36 <br />37 Councilmember Stille stated on November 15, he attended an Urban Land Institute Meeting. On <br />38 November 16, he attended the Chamber Adopt a Family event. He also attended the Dare to be <br />39 Real program and thanked the kids who attended and City Staff. <br />40 <br />41 Councilmember Gray stated on November 16, he attended the North Suburban Access <br />42 Corporation Board of Directors Meeting. He also attended the Lowry Grove Redevelopment <br />43 meeting. <br />44 <br />45 Mayor Faust stated he was also at the Lowry Grove Redevelopment meeting. When the proposal <br />46 was disapproved at 41 units per acre, they went back to the drawing board and the numbers are <br />
