City Council Regular Meeting Minutes <br />November 28, 2017 <br />Page 4 <br />City Manager Casey presented the 2 "d reading of the Ordinance. The 3rd and final reading will be <br />on December 12, 2017. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve 2 "d Reading <br />of Ordinance 2017 -05; an Ordinance Amending Chapter 96 Right of Way Management. <br />Motion Carried 4 -0. <br />9 D. Resolution 17 -079; a Resolution of the Canvass of the Recount for the 2017 General <br />10 Municipal Election. <br />11 <br />12 City Manager Casey requested the Council approve the canvassing board resolution for the <br />13 recount of the November 7, 2017 General Election. The recount was held on November 14, 2017 <br />14 and the recount showed the vote did not change. <br />15 <br />16 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 17- <br />17 079; a Resolution of the Canvass of the Recount for the 2017 General Municipal Election. <br />18 <br />19 Mayor Faust stated the City should be gratified that the count remained the same which shows <br />20 there is integrity in the system and the counting was done properly. There was a recount 20 <br />21 years ago, without the electronic reader. <br />22 <br />23 Motion Carried 4 -0 <br />24 <br />25 E. Race and Equity Plan. <br />26 <br />27 Assistant to the City Manager Charlie Yunker reviewed a PowerPoint presentation summarizing <br />28 the Race and Equity Plan. Mr. Yunker described What is GARE, the 2017 Introductory Cohort, <br />29 and the St. Anthony Race and Equity Plan. <br />30 <br />31 Councilmember Stille commented the Council was introduced to the GARE toolkit and were <br />32 able to attend some GARE speaker series. The Race and Equity Plan is a working document and <br />33 City Council and staff will continue to strive to become better. <br />34 <br />35 Mayor Faust echoed Councilmember Stille's comments and thanked Mr. Yunker and City <br />36 Manager Casey. <br />37 <br />38 Councilmember Jenson stated this program kicked off in January. He asked how much longer the <br />39 training portion lasts. Mr. Yunker explained the process. <br />40 <br />41 <br />42 Mr. Joe Flynn, attorney under the LMC, provided the attomey - client data. Mr. Flynn stated the <br />43 City has received notice of claims from Diamond Reynolds and her minor daughter concerning <br />44 an incident on July 6, 2016. Mr. Flynn recommended the City Council close the meeting to <br />45 review potential litigation with legal counsel. <br />46 <br />
