Resolution 17-083; a Resolution Setting the Final 2018 Tax Levy and General Operating 1 <br /> Budget for the City of St. Anthony Village. 2 <br /> 3 <br />Mayor Faust opened the Public Hearing at 7:04 p.m. 4 <br /> 5 <br />Finance Director Shelly Rueckert recapped at the September 12, 2017 City Council meeting a 6 <br />public hearing was held setting the preliminary 2018 property tax levy and the 2018 General 7 <br />Fund Budget. City Staff is reaffirming the preliminary 2018 property tax levy established at 8 <br />$6,850,011. The 2018 levy represents an increase of $399,226 or a 6.19% increase from 2017. 9 <br /> 10 <br />Ms. Rueckert reviewed the components of the 2018 Final property tax levy and the standard 11 <br />parameters for preparing the General Fund Budget and Levy. The General Fund Budget and 12 <br />Levy cost drivers were also reviewed. Ms. Rueckert noted the HRA Budget and Levy cost driver 13 <br />is substantially personnel costs and the proposed Levy increase for the HRA is 3.00% or $4,734. 14 <br />The 2018 Debt Related Levies are proposed to decrease by $7,549 over the 2017 combined 15 <br />levies. For 2018, the median taxable valuation in St. Anthony is $274,000 an increase of 5.38% 16 <br />over 2017. Based on the median valuation of $274,000 the “City Portion” of property taxes totals 17 <br />$1,78173. Ms. Rueckert reviewed a number of graphs. 18 <br /> 19 <br />To help offset the cost of operations and capital equipment, Staff seeks Grants and Donations 20 <br />from Federal, State and private sources. Ms. Rueckert reviewed the recently accepted Grants 21 <br />from Ramsey County Emergency Management (Fire Department), Hennepin County Recycling 22 <br />Grant, Ramsey County, Mirror Lake Dredging, Gloria Wiese (Police and Fire), Us Department 23 <br />of Justice, Police Body Camera Grant, and Estate of John D MacQueen (Police Department). 24 <br /> 25 <br />Staff recommends Council approves Resolution 17-083 Adopting the 2018 Budget Document 26 <br />and Certifying the Final Tax Levy to Hennepin and Ramsey Counties. The Final 2018 Property 27 <br />Tax Levy is: 28 <br /> 29 <br />General Operating Levy $3,975,534 <br />Capital Improvement Property Levy $233,200 <br />Road Improvement Levy $1,833,431 <br />Lease Revenue Bonds $344,882 <br />Housing and Redevelopment Authority Levy $162,534 <br />Tax Abatement Levy $227,430 <br />Building Improvement Levy $73,000 <br />Total $6,850,011 <br /> 30 <br />Councilmember Stille commented on the budget calendar, noting it is a yearlong process and 31 <br />there is much more detail that was not mentioned today. There is a lot of talk about decaying 32 <br />infrastructure and St. Anthony Village has done its best to keep ahead of the curve and the City 33 <br />is 80% complete on street reconstruction projects. 34 <br /> 35 <br />Mayor Faust stated 27% of a typical home’s property tax goes towards infrastructure. 36 <br /> 37 <br />12
