City Council Regular Meeting Minutes <br />December 12, 2017 <br />Page 3 <br /> <br /> <br />Mr. Ken Brown referred to the Sunday Star Tribune where 185 taxing districts were listed in the 1 <br />Metro Area. St. Anthony has two tax districts (Ramsey and Hennepin Counties). He has prepared 2 <br />a spreadsheet and came out with a rate. St. Anthony (Ramsey County) came out at the highest 3 <br />rate of the 185, which was the same seven years ago when the data was available. Mr. Brown 4 <br />stated he would not like to see St. Anthony as number one in that listing since he is a Senior 5 <br />Citizen on a fixed income. He suggested asking the Police Chief to cover all duties with existing 6 <br />staff. Mr. Brown estimated St. Anthony may be number one or number two in the State of 7 <br />Minnesota. 8 <br /> 9 <br />Councilmember Stille clarified there were four policemen designated to patrol Falcon Heights 10 <br />and three will be reduced with the loss of the Falcon Heights contract. He summarized what the 11 <br />fourth officer will be doing. He stated every City is different and St. Anthony values their own 12 <br />fire department, police department, and schools. Once the last 20% of street improvements is 13 <br />completed, future Councils may show a decrease. 14 <br /> 15 <br />Mayor Faust stated he is a past assessor with Anoka County and is familiar with taxation. 16 <br />Currently 27% of taxes go towards roads and that will decrease when the road construction is 17 <br />completed. He explained that all City Department Heads make sure overspending is not 18 <br />happening but there are certain infrastructure things that need to be maintained. He reviewed past 19 <br />numbers of employees in the Police Department and Fire Department. Mayor Faust thanked Mr. 20 <br />Brown for his comments. 21 <br /> 22 <br />Mayor Faust closed the Public Hearing at 7:27 p.m. 23 <br /> 24 <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Resolution 17-25 <br />083; a Resolution Setting the Final 2018 Tax Levy and Adopting the 2018 Budget Document for 26 <br />the City of St. Anthony Village. 27 <br /> 28 <br />Motion carried 4-0. 29 <br /> 30 <br />V. REPORTS FROM COMMISSION AND STAFF - NONE. 31 <br /> 32 <br />VI. GENERAL BUSINESS OF COUNCIL. 33 <br /> 34 <br />A. Resolution 17-084; a Resolution Approving Combination Wine/Strong Beer license for 35 <br />Wine and Canvas located at 2900 Pentagon Drive. 36 <br /> 37 <br />City Manager Casey reviewed the Council is requested to approve a combination Wine/Strong 38 <br />Beer License for Wine and Canvas located at 2900 Pentagon Drive. This license is for the new 39 <br />owner that will be taking over Wine and Canvas. Staff has completed the background checks on 40 <br />the new business owners and completed a check on the existing Wine and Canvas located in St. 41 <br />Anthony, MN. Staff recommends approval. 42 <br /> 43 <br />The applicant Ross Welte was present and stated his wife was an employee at Wine and Canvas 44 <br />and when the business closed, they looked for ways to make the business remain open.
