CITY OF ST. ANTHONY VILLAGE WATER RESOURCES MANAGEMENT PLAN <br />SECTION 1 Page 1 <br />1. EXECUTIVE SUMMARY <br />1.1. Water Resource Management Plan Purposes <br />The City of St. Anthony Village’s Water Resource Management Plan (plan, City plan, and local <br />plan) is a local management plan that meets the requirements of Minnesota Statutes 103B.235, <br />Minnesota Rules 8410, and the Rice Creek Watershed District (RCWD) Water Resource <br />Management Plan (dated January 2010, as amended January 25, 2012). Minnesota Statute <br />103B.201 states that the purposes of the water management programs are to: <br />Protect, preserve, and use natural surface and groundwater storage and retention <br />systems; <br />Minimize public capital expenditures needed to correct flooding and water quality <br />problems; <br />Identify and plan for means to effectively protect and improve surface and groundwater <br />quality; <br />Establish more uniform local policies and official controls for surface and groundwater <br />management; <br />Prevent erosion of soil into surface water systems; <br />Promote groundwater recharge; <br />Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />Secure the other benefits associated with the proper management of surface water and <br />groundwater. <br />The St. Anthony Village Water Resource Management Plan addresses these purposes. <br />In 2012, the City of St. Anthony Village (the City) published an Alternate Compliance Sequencing <br />Plan that outlines how the RCWD is to regulate the City’s street projects with regard to <br />stormwater management. The RCWD Board approved this plan on August 22, 2012. Appendix C <br />contains this report and the signed Memorandum of Agreement between the City and RCWD. <br />1.2. Water Resource Management Responsibilities and Related <br />Agreements <br />The City of St. Anthony Village has entered into a joint cooperation agreement for the Mississippi <br />Watershed Management Organization (MWMO) with the City of Columbia Heights, the City of <br />Fridley, the City of Hilltop, the City of Lauderdale, the City of Minneapolis, the City of St. Paul, and <br />the Minneapolis Park and Recreation Board. Contact the MWMO for a copy of this agreement. <br />The City of St. Anthony Village is responsible for the construction, maintenance, and operation of <br />the City's stormwater management systems (i.e., ponds, pipes, channels) that are not considered <br />part of RCWD's trunk system. The RCWD is responsible for maintaining the function of the <br />District’s trunk system, specifically Ramsey County Ditch #3 (RCD #3), which is an important <br />stormwater conveyance ditch that carries a significant portion of St. Anthony Village’s runoff to <br />the northeast and is considered a watercourse within the City. After it leaves the City, RCD #3 <br />eventually empties into RCD #2 in New Brighton. <br />1.3. Executive Summary
