ANTHONY VILLAGE WATER RESOURCES MANAGEMENT PLAN <br />SECTION 1 Page 2 <br />The St. Anthony Village Water Resource Management Plan is divided into six sections: <br />Section 1 Executive Summary provides background information and summarizes the <br />plan contents. <br />Section 2 Land and Water Resource Inventory presents information about the <br />topography, geology, groundwater, soils, land use, public utilities, surface waters, <br />hydrologic system and data, and the drainage system. <br />Section 3 Agency Cooperation describes the governmental controls and programs that <br />affect water resources. <br />Section 4 Assessment of Problems and Issues presents the City's water management <br />related problems and issues. <br />Section 5 Goals and Policies outlines the City's goals and policies pertaining to water <br />management. <br />Section 6 Implementation Program presents the program elements and discusses the <br />responsibilities, priorities and financial considerations associated with the implementation <br />program. <br />1.3.1. Background <br />The City of St. Anthony Village (population 8,226) is located in both Hennepin and Ramsey <br />Counties. The City covers approximately 2.35 square miles. It is located five miles northeast of <br />downtown Minneapolis and eight miles northwest of downtown St. Paul. The City is bordered by <br />Minneapolis to the southwest, Columbia Heights to the northwest, New Brighton to the northeast, <br />and Roseville to the east. <br />St. Anthony Village is located within two watershed districts: Rice Creek Watershed District <br />(RCWD) and Mississippi Watershed Management Organization (MWMO). These districts <br />regulate development impacts on water resources. This plan addresses the rules and regulations <br />put forth by the RCWD as well as the MWMO. <br />Surface water in the north and northeast portions of St. Anthony Village generally drains north <br />through the storm sewer system to Silver Lake and Mirror Pond. Silver Lake flows into RCD #3, <br />which carries a significant portion of the City’s surface runoff to the northeast. Surface water in <br />the south portion of the City generally drains south to the City of Minneapolis’ storm sewer system <br />and eventually to the Mississippi River. Both of St. Anthony Village’s major bodies of water, Silver <br />Lake and Mirror Pond, are considered Department of Natural Resources (DNR) Public Waters as <br />well as National Wetland Inventory (NWI) classified wetlands. <br />The City developed several policies for environmental protection that are referenced in the St. <br />Anthony Village Comprehensive Plan. <br />Only about one percent of the available land in St. Anthony Village is undeveloped. Section 2.4 <br />of this plan discusses land use in St. Anthony Village. <br />1.3.2. Summary of Goals, Problems, and Potential Solutions <br />1.3.2.1. Goals <br />Section 5 of this plan outlines the City's goals and policies pertaining to water <br />management. The goals are as follows: <br />Water Quality. Maintain or enhance the water quality of St. Anthony Village’s <br />lakes, wetlands, and watercourses. <br />Runoff Management and Flood Control. Preserve, maintain and expand
