Adequacy of Existing Regulations and Programs to Address <br />Adverse Impacts on Water Resources <br />Problem 4.5.A <br />Ordinances need to be reviewed and updated periodically to track changes in science, policies, <br />and rules for stormwater management. <br />Corrective Action 4.5.A <br />The City will periodically update ordinances to be consistent with changes in either RCWD or <br />MWMO rules or standards. <br />The following is a list of City ordinances as of the date of this plan and their associated <br />stormwater management applications: <br />§153.08 divisions (G) & (H) – Stormwater Management Standards, Rate Control <br />§153.08 division (M) – Modeling Methodology <br />§153.08 division (M) – Maintenance <br />§153.08 divisions (D), (E), & (F) – Erosion and sediment control <br />Multiple divisions of §153.08 list the City’s current stormwater management plan as the <br />governing standard for specific stormwater management elements. <br />Please see the City’s website for the latest City Stormwater Ordinances as the above references <br />may change with time. <br />4.6. Impacts of Erosion and Sedimentation on Water Resources <br />Problem 4.6.A <br />Soil erosion and sediment transportation associated with past and new development may have <br />impacted the quality of water and storage volume available within Silver Lake and Mirror Lake. <br />Corrective Action 4.6.A <br />The City will continue to perform stormwater system maintenance to address sedimentation and <br />siltation in area lakes, streams, stormwater storage basins and ditches. <br />The City regularly inspects and maintains outfalls throughout the city consistent with its MS4 <br />program. <br />Problem 4.6.B <br />Current programs need additional enforcement mechanisms to limit soil erosion from areas under <br />redevelopment within the City. The City will continue to implement their existing erosion control <br />permitting program and work with the MPCA to ensure that erosion control program is adequately <br />implemented and enforced, and complete periodic inspections of the City for the purpose of <br />identifying and correcting areas where soil erosion is occurring. <br />Corrective Action 4.6.B <br />The City will work to revise erosion control ordinances to include additional penalties on violations <br />and provide City staff the authority to enforce the ordinance. <br />4.7. Impact of Land Use Practices and Development on Water <br />Resource Issues
