It will be the City’s policy that prior to allowing any wetland encroachment all <br />reasonable attempts to avoid such alteration must be demonstrated. This avoidance <br />review must also consider the reasonableness of the no-build alternative. <br />8. Wetland alterations due to excavation, water level changes, or other activities which alter <br />the character of a wetland will require a permit from the RCWD and the MWMO. <br />9. Wetland alterations shall satisfy additional constraints of flood management policy (spoils <br />placement in non-floodplain upland areas). <br />10. Alterations to wetlands for wildlife enhancements must comply with the criteria described <br />in the publication “Wildlife Habitat Improvements in Wetlands”, dated December 2000, <br />and available from the Board of Soil and Water Resources. <br />5.5. Erosion and Sediment Control <br />5.5.1. Goal <br />Protect the capacity of the City's stormwater management system, prevent flooding, and maintain <br />water quality by preventing erosion and sedimentation from occurring and correcting existing <br />erosion and sedimentation problems. <br />5.5.2. Policies <br />1. The City shall require, in conformance with the MPCA NPDES rules, the submission and <br />implementation of erosion and sediment control plans for land disturbance activities of <br />one acre or more in size. The RCWD also requires submittal of plans for projects that <br />disturb vegetation cover between 10,000 square feet and 1.0 acres within 300 feet of a <br />wetland or water body. <br />2. The City will inspect sites that require a NPDES permit for erosion and sedimentation <br />control for all new developments and redevelopments one acre and larger in size. <br />3. Erosion and sedimentation control plans shall be reviewed and enforced by the City of St. <br />Anthony Village for all new developments. <br />4. The City of St. Anthony Village will sweep the streets at least five times annually. <br />Furthermore, future purchases of street sweeping units will give consideration to street <br />sweepers which have the greatest ability to remove nutrients from the streets. <br />5. The City may prohibit work in areas having steep or very steep slopes and high erosion <br />potential where the impacts of significant erosion cannot be protected against or <br />mitigated in accordance with the City of St. Anthony Village erosion control ordinances. <br />City ordinances can be viewed online. <br />5.6. Groundwater <br />5.6.1. Goal <br />Protect the quality and quantity of groundwater resources. <br />5.6.2. Policies <br />1. Coordinate with other agencies to promote the continuation of existing groundwater <br />monitoring, inventorying or permitting programs. <br />2. Encourage the development of spill prevention, control, and countermeasure plans that <br />are consistent with State and/or Federal Government regulations. <br />3. Provide assistance to State or other governmental agencies in resolving groundwater <br />quality problems. <br />4. The City will encourage preservation of wetlands, ponds, and parks to encourage <br />infiltration of precipitation in areas where land use is not anticipated to adversely affect <br />surface water runoff.
