The City of St. Anthony Village will cooperate with the Environmental Health Department <br />in Hennepin and Ramsey Counties to ensure that all unsealed or improperly abandoned <br />wells within the watershed are properly sealed. Technical requirements for the <br />abandonment of these wells will be in conformance with the Minnesota Department of <br />Health Water Well Code. <br />6. The City of St. Anthony Village will sweep the streets at least five times annually. <br />Furthermore, future purchases of street sweeping units will give consideration to street <br />sweepers which have the greatest ability to remove nutrients from the streets. <br />7. The City of St. Anthony Village has developed a wellhead protection plan in accordance <br />with State requirements. <br />8. The City of St. Anthony Village will cooperate with both Hennepin and Ramsey Counties <br />to implement appropriate actions of the Counties groundwater quality protection plans. <br />9. Groundwater appropriation users shall demonstrate that surface water discharges do not <br />create drainage problems. <br />5.7. Recreation, Habitat, and Shoreland Management <br />5.7.1. Goal <br />Protect and enhance fish and wildlife habitat and recreation opportunities. <br />5.7.2. Policies <br />1. Cooperate with RCWD and other units of government to complete habitat and recreation <br />corridor connections (greenways). <br />2. Maintain, enhance, or provide new habitat as part of wetland modification, stormwater <br />facility construction, or other appropriate projects. <br />3. Encourage alternative landscape designs that: <br />a. increase beneficial habitat, wildlife and recreational uses; promote infiltration and <br />vegetative water use; and that <br />b. decrease detrimental wildlife uses (such as beaver dams or goose overabundance) <br />which damage water control facilities, shoreline vegetation, water quality, or <br />recreational facilities. <br />5.8. Education and Public Involvement <br />5.8.1. Goal <br />Increase public awareness, understanding, and involvement in water and natural resource <br />management issues. <br />5.8.2. Policies <br />1. Develop and distribute educational materials to the general public and targeted groups in <br />accordance with the City SWPPP. Specific topics could include water resources, <br />groundwater, wetlands, native vegetation, buffers, wildlife habitat, litter control, pet <br />wastes, recycling, trash disposal, leaf collection, grass clippings, lawn chemicals, and <br />hazardous materials. Information may be distributed via the City's quarterly newsletter, <br />City website, local newspapers, cable television, and any other appropriate media. <br />2. Work with schools to fund education programs that focus on sustainability, waste <br />reduction, and environmental awareness. The City will work to include environmental <br />awareness projects or sessions during City events and festivals. <br />3. Encourage and practice the use of sustainable land treatment activities such as using <br />organic phosphorus-free fertilizers and discourage the use of herbicides and pesticides. <br />4. Support City-wide efforts in recycling, recovery, and reuse of waste materials.
