RCWD Alternative Compliance Sequencing Report City of St. Anthony Village PAGE 6 WSB Project No. 1626-53 The City is planning to perform twelve street reconstruction projects within the RCWD in the next thirteen years. Rather than completing water quality BMPs within each project area during construction of the project, the City believes it would be more effective, and have greater environmental benefit, to construct the regional improvements outlined in this Report to address the RCWD’s water quality rules. The following is a brief description of each section contained in this report: Section II – Sequencing This section addresses the sequencing requirements outlined in RCWD Rules. Soil information is presented showing that infiltration BMPs are not possible within the City. The sequencing process for other BMPs is also discussed for the linear projects proposed within the City. Section III – Water Quality and Volume Control Requirements This section quantifies the water quality and volume reduction requirements for anticipated linear reconstruction projects within the City. The requirements to treat all impervious right of way within the City is also quantified. Section IV – Best Management Practices This section outlines the City’s existing and proposed stormwater management BMPs. The extent that these BMPs can be used to meet the RCWD’s water quality and volume control rules is discussed and quantified. Section V – Alternative Compliance Sequencing Plan This section proposes a Plan for the City to address the Water Quality requirements of the RCWD for anticipated linear projects initiated by the City. Proposed stormwater management BMPs are tabulated by subwatershed and anticipated linear projects that will benefit from those BMPs are identified.
