<br />RCWD Alternative Compliance Sequencing Report <br />City of St. Anthony Village PAGE 7 <br />WSB Project No. 1626-53 <br />II. SEQUENCING <br /> <br />This section addresses the sequencing requirements outlined in RCWD Rules and <br />demonstrates that opportunities for infiltration-based BMPs are not feasible within the <br />entire City of St. Anthony. Rule C.5(e) outlines the RCWD’s preferred order to meet <br />volume control and water quality standards. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Volume Control BMPs <br />Infiltration BMPs are the only BMPs designed specifically to reduce runoff volumes <br />leaving a site. These volume control BMPs are able to accomplish water quality standards <br />of the RCWD, and may also alleviate downstream problems that could occur due to excess <br />runoff rates and volumes. Other environmental benefits such as groundwater recharge can <br />also be accomplished using these BMPs. <br /> <br />Water Quality BMPs <br />Other priority BMPs listed focus primarily on water quality treatment. Although some <br />marginal volume reduction benefits could potentially be provided by these BMPs, they are <br />not typically intended to reduce runoff volumes. Any tangible volume reduction benefits <br />of these BMPs are negligible from a watershed management perspective, particularly when <br />the BMPs are hosted in clay soils that are not conducive to infiltration. The RCWD does <br />not give volume reduction credit for these BMPs. <br /> <br />Addition of Impervious Surfaces <br />Evaluating the need for impervious surface coverage is a primary consideration to reduce <br />runoff volumes and water quality impacts. The City does not currently plan to add any <br />impervious surfaces within public right of way other than the addition of sidewalk in <br />locations where pedestrian safety is a concern. Instead, existing streets are planned to be <br />constructed based on their existing width or narrower when existing street widths exceed <br />the current City Street design standards.
