ALTERNATIVE COMPLIANCE SEQUENCING PLAN <br /> <br />Construction of infiltration-based BMPs in conjunction with City Street and Utility <br />Reconstruction Projects is not possible in the City of St. Anthony Village. Due to the soil <br />characteristics throughout the City, and based on the sequencing measures considered <br />under Section II, the City proposes construction of stormwater treatment BMPs in lieu of <br />volume reduction BMPs. <br /> <br />A. City-wide Analysis <br />A City-wide analysis was completed to determine the extent that municipal water <br />quality BMPs can address RCWD Rules for all right of way within the City. Table <br />5 below contains a summary of the volume reduction requirements for impervious <br />and directly connected impervious areas within the three subwatersheds located <br />within the RCWD and the City.
