V. City Hall <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />19 <br />The City continues to recycle cell phone, small electronics, printer cartridges and unwanted holiday <br />lights at City Hall. For 2014, the Hennepin County battery recycling station had been relocated to the <br />St. Anthony library located in the St. Anthony Shopping Center. The City is continually looking for <br />new ways to increase refuse and recycling. <br />Organized Solid Waste Collection <br />The initiative to start a plan for organized collection has been a long standing objective of the City <br />Council as part of the City’s goal of building and cultivating environmental responsibility. <br />Pursuant to the Minnesota Organized Collection Statute, the recently amended process began with <br />a 60-day negotiation period exclusively with the existing residential refuse collectors to develop a <br />proposal for the collection of trash and recyclables. As required under the Statute, the meetings and <br />negotiations were exclusive. The 60-day period concluded on June 29, 2014. <br />We used the following priorities as the basis for negotiating and developing a proposal with the <br />licensed residential collectors. Listed in alphabetical order the priorities are: <br /> · Allocate Adequate Staff Resources <br /> · Assure All Residents Have Adequate Trash <br />and Recycling Services <br /> · Enhance Coordination Among Government <br />Agencies <br /> · Public Education and Awareness <br /> · Improve Hauler Reporting Systems <br /> · Improve Recycling, Composting and Waste <br />Reduction <br /> · Improve Safety <br /> · Improve Standardization of Service Options <br /> · Improve Value of Services <br /> · Increase Use of Resource Recovery Facilities <br /> · Lessen Environmental Impacts <br /> · Minimize Disruption to Residents <br /> · Minimize Impacts on Licensed Solid Waste <br />Collectors <br /> · Optimize Administrative Effi ciency <br /> · Promote Local Economic Development <br /> · Reduce Road Wear Impacts
