City Hall <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />TechDump <br />New in 2014, we held the fi rst TechDump in the City Hall parking lot on Saturday, <br />November 1st and received 8,777 lbs. of materials. Of that, 11% were computer <br />towers, 4% laptops, 17% tube/CRT TVs and monitors, and 68% “misc.” TechDump <br />is the electronics recycling division of Jobs Foundation, a 501c(3) non-profi t <br />providing stable jobs to adults with barriers to employment, for them to obtain <br />marketable job skills as well as a pathway to self-suffi ciency. They use the proceeds <br />from recycling and refurbishing electronics to support their organization. This event <br />helped TechDump recycle 4 million pounds of electronics in 2014. Several of the <br />residents seemed very thankful for the opportunity to recycle their items, and we <br />anticipate this will become an annual event. <br />On Monday, June 30, 2014, the City Council received the Organized <br />Collection Proposal. <br />On Tuesday, July 8, 2014, the City Council discussed the proposal, <br />tabled and directed staff to meet with the haulers to review the <br />proposal one more time. <br />On Tuesday, August 12, 2014, the City Council discussed the <br />revised proposal and directed staff to schedule a Public Hearing for <br />September 9, 2014. <br />On Tuesday, September 9, 2014, the City Council held a formal <br />public hearing and approved a fi ve year agreement for Residential <br />Solid Waste and Recycling Collection Services with an April 1, 2015 <br />starting date. <br />The three collectors (Walter’s, Republic and Waste Management) <br />will be assigned designated areas for collection proportionate to their <br />current market share. Billing and customer service will remain the <br />responsibility of the collectors. The city will ensure all provisions of <br />the agreement are enforced. <br />Along with lessening physical and environmental impacts such <br />as road degradation and wear, organized collection also provides <br />consumer protection for the residents of the City of St. Anthony. <br />It is well-established and well-documented that rates charged <br />for the collection of solid waste and related services in an “open <br />hauling system,” can vary from customer to customer. In organized <br />collection, licensed collectors do not have the ability to raise rates <br />over time and impose additional fees and surcharges beyond the <br />negotiated base price for services. This includes a ban on add-on fees <br />such as fuel surcharges, environmental fees and administrative fees. <br />In addition, pricing will be both competitive and equitable. <br />All related documents are available on the City’s website
