City Council <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />Electronic Signage <br />In 2014, the City Council amended Sign Code to permit <br />electronic signage. Electronic Signage or sometimes <br />called “Dynamic Display” signs were only permitted in <br />the Recreation Open Space Zoning Districts (ROS) and <br />prohibited in all other locations throughout the City. <br />In 2008, the Sign Code was reviewed and updated based <br />on the fi ndings, purpose and intent and effects outlined in <br />the current Chapter 155 of the City Code. Over the past <br />several years, the Planning Commission and City Council <br />have reviewed requests to allow dynamic display signs in <br />a variety of zoning districts. <br />The City Council, directed staff to study allowing dynamic <br />display signs throughout the community. Staff prepared <br />a draft amendment to the Sign Code relating to Dynamic <br />Display Signs and held two work sessions with the <br />Planning Commission to review and discuss the proposed <br />language and two additional work sessions with the City <br />Council. <br />Highlights of the amended code includes approval <br />through a Conditional Use Permit (CUP) that requires <br />a Public Hearing, regulating the hours of operations <br />of the electronic illuminations, size of display, size of <br />copy, duration of image, brightness, and landscaping <br />requirements, <br />Planning and Park’s Commissions <br />In 2014, the City Council amended the City Code in order to appoint both the chair & vice-chairs of <br />both commissions. Being appointed by the Council provides continuity of purpose, eliminates the <br />anxiety of self-promotion and develops leadership traits. Also, compensation of $25 per meeting <br />attended was added for the Park’s Commission and the Planning Commission was increased from <br />$25 to $35 per meeting attended.
