I. City Council <br />2014 Annual Report · Administration · St. Anthony Village, Minnesota <br />5 <br />Tour of City <br />Each spring, the Mayor, Council, City <br />Manager, Department Heads, City Planner, <br />City Engineer and representatives of both <br />the Planning and Parks Commissions tour <br />the City by bus. The tour provides elected <br />offi cials and staff a street level perspective <br />of potential issues and areas of interest <br />within the City are identifi ed. During the <br />tour the areas of interest are placed on a <br />map that is used for future discussion and <br />the map also becomes a historical document <br />to benchmark our progress. <br />Electronic Cigarettes <br />In 2014, the City Council amended the Tobacco Code to prohibit electronic cigarettes in <br />indoor public places. This fi rst began in 2013 when the City Council adopted a moratorium <br />on the creation, establishment or operation of businesses that sell electronic cigarettes <br />while this issue was being discussed. Staff studied the issue and presented their fi ndings <br />at a City Council work session. The amended tobacco ordinance regulated electronic <br />cigarettes under the Minnesota Clean Air Act, thus making them prohibited in indoor <br />public places. Staff’s rationale was based on three areas: 1) preserving public health; 2) <br />protecting young people; and 3) guarding against enforcement confusion. <br />Drug Paraphernalia <br />In 2014, the City Council amended the Drug Paraphernalia Code. Our previous ordinance <br />was outdated and incomplete. Using a court-tested model from another community, the <br />amended ordinance will provide better clarity for all involved.
