City Council Regular Meeting Minutes <br />January 23, 2018 <br />Page 2 <br /> <br /> <br />Park Commission Chair Scott Bentz reviewed the St. Anthony Village Parks Commission 2018 1 <br />Work Plan including the duties and focus. The Parks Commission is a five-member advisory 2 <br />commission, appointed by the City Council. The Commission reviews and makes 3 <br />recommendations on parks, trails and open green space, proposed City Code amendments, 4 <br />Comprehensive Plan amendments, and other long-range planning documents. Chair Bentz 5 <br />reviewed the potential 2018 projects. 6 <br /> 7 <br />Councilmember Stille explained why the City has a Parks Commission, which began when 8 <br />Central Park was developed. He explained that the Commission serves the community. Chair 9 <br />Bentz stated in the five years he has been on the Commission, it has changed. They now look at 10 <br />sustainability and other initiates to assist with the outdoor spaces in St. Anthony. 11 <br /> 12 <br />Councilmember Jenson asked about the skateboard park and stated he has some information 13 <br />from when it was developed and will pass the historical information onto the Commission. 14 <br /> 15 <br />Mayor Faust provided some historical background information also. 16 <br /> 17 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the St. Anthony 18 <br />Village Parks Commission 2018 Work Plan as presented. 19 <br /> 20 <br />Motion Carried 5-0. 21 <br /> 22 <br />B. Resolution 18-017; a Resolution Approving the Agreement with MNDOT to Act as the 23 <br />City’s Agent in Accepting Federal Aid. 24 <br /> 25 <br />City Manager Casey presented the 2018 Delegated Contract Process Agreement delegating to 26 <br />MNDOT, the authority to manage funds that would be awarded to St. Anthony Village from the 27 <br />federal government. The City in the past has received federal funding for 39th Avenue NE. and 28 <br />the Highway Safety Improvement Program for sidewalk and intersection improvements. This is 29 <br />the process that allows the federal funds to flow down to local government. MNDOT has all the 30 <br />proper federal controls and contract administration processes in place to administer these funds 31 <br />for local governments. The City has approved past delegated process agreements as routine 32 <br />business, as these agreements are revised. Staff recommends the City consider approval of the 33 <br />2018 Delegated Contract Process Agreement. 34 <br /> 35 <br />Councilmember Stille mentioned the Council does not have a choice on this. Mr. Casey stated 36 <br />this needs to be approved in order to receive federal funds. 37 <br /> 38 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 39 <br />18-017; a Resolution Approving the Agreement with MNDOT to act as the City’s agent in 40 <br />accepting Federal Aid. 41 <br /> 42 <br />Motion Carried 5-0. 43 <br /> 44 <br />VII.
