City Council Regular Meeting Minutes <br />January 23, 2018 <br />Page 2 <br />1 Park Commission Chair Scott Bentz reviewed the St. Anthony Village Parks Commission 2018 <br />2 Work Plan including the duties and focus. The Parks Commission is a five - member advisory <br />3 commission, appointed by the City Council. The Commission reviews and makes <br />4 recommendations on parks, trails and open green space, proposed City Code amendments, <br />5 Comprehensive Plan amendments, and other long -range planning documents. Chair Bentz <br />6 reviewed the potential 2018 projects. <br />8 Councilmember Stille explained why the City has a Parks Commission, which began when <br />9 Central Park was developed. He explained that the Commission serves the community. Chair <br />10 Bentz stated in the five years he has been on the Commission, it has changed. They now look at <br />11 sustainability and other initiates to assist with the outdoor spaces in St. Anthony. <br />12 <br />13 Councilmember Jenson asked about the skateboard park and stated he has some information <br />14 from when it was developed and will pass the historical information onto the Commission. <br />15 <br />16 Mayor Faust provided some historical background information also. <br />17 <br />18 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the St. Anthony <br />19 Village Parks Commission 2018 Work Plan as presented. <br />20 <br />21 Motion Carried 5 -0. <br />22 <br />23 B. Resolution 18 -017• a Resolution Approving the Agreement with MNDOT to Act as the <br />24 City's Agent in Accenting Federal Aid. <br />25 <br />26 City Manager Casey presented the 2018 Delegated Contract Process Agreement delegating to <br />27 MNDOT, the authority to manage funds that would be awarded to St. Anthony Village from the <br />28 federal government. The City in the past has received federal funding for 39`x' Avenue NE. and <br />29 the Highway Safety Improvement Program for sidewalk and intersection improvements. This is <br />30 the process that allows the federal funds to flow down to local government. MNDOT has all the <br />31 proper federal controls and contract administration processes in place to administer these funds <br />32 for local governments. The City has approved past delegated process agreements as routine <br />33 business, as these agreements are revised. Staff recommends the City consider approval of the <br />34 2018 Delegated Contract Process Agreement. <br />35 <br />36 Councilmember Stille mentioned the Council does not have a choice on this. Mr. Casey stated <br />37 this needs to be approved in order to receive federal funds. <br />38 <br />39 Motion by Councilmember Jenson, seconded by Councihnember Randle, to approve Resolution <br />40 18 -017; a Resolution Approving the Agreement with MNDOT to act as the City's agent in <br />41 accepting Federal Aid. <br />42 <br />43 Motion Carried 5 -0. <br />44 <br />45 VII.
