<br />the adjacent property and Property’s prior uses have contaminated the <br />environment with fuel oil and gasoline, diesel range organics, various <br />volatile organic compounds, asbestos, and tetrachloroethene. The Village <br />has already fully remediated the asbestos contamination and, together <br />with appropriate governmental authorities, will undergo further <br />remediation as part of the redevelopment. The Property is already part of <br />the Minnesota Pollution Control Agency (“MPCA”) Voluntary <br />Investigation and Cleanup (“VIC”) program and has received MPCA <br />approval for its Voluntary Response Action Plan (“VRAP”) to fully <br />remediate contamination as part of the development. <br />5) A fair and open public process. When a formal application is <br />received for development, the city will provide outlets for <br />community discourse and discussion on the proposal. <br /> <br />The Village has sought to ensure a fair and open public process. After <br />developing the plans for the Project, The Village held open community <br />meetings to discuss the design and receive feedback. It also agreed to <br />engage smaller groups to address specific questions. It has met with the <br />Minneapolis Park and Rec department, Hennepin County Public Works, <br />the Fire Chief and Fire Marshall, and SAV’s engineer, all to gather as <br />much input as possible to ensure the Project is truly a shared vision. In <br />addition, the Applications will face the planning commission’s scrutiny <br />and a full public hearing. <br /> Additional Considerations <br /> Staging & Process <br />The Village seeks approval for its preliminary PUD application on the <br />entire Project to get building dimensions approved and detail a shared <br />vision for development. On receipt of that approval, The Village will work <br />with staff on the terms of the master development agreement that is part <br />of all PUD approvals. Once there is preliminary agreement on those <br />terms, The Village will promptly submit for final PUD approval on the <br />Project. <br />The phasing plan for the Project is significantly more compact than the <br />original plans. After the final PUD approval, work will commence on the <br />assisted senior living building as soon as weather conditions will allow. <br />Construction is expected to take approximately 18 months to complete per <br />building. As crews finish their particular subset of work, they will move <br />to the independent senior living building and then to the market rate <br />building.
