To set the stage they discussed their local government experience within two <br />historical mindsets. First comparing and contrasting the past with the present as described below <br /> <br />We Learned With We Must Lead In <br />Sound financial position………………………………..Uncertain financial future <br />Stable economic conditions…………………………….Unstable economic conditions <br />Reliable financial trends………………………………..Undesirable financial trends <br />Consistent budget practices……………………………..Unfamiliar budget practices <br />Satisfied employees…………………………………….Worried employees <br />Stable organizational models…………………………...Changing organizational models <br />Generally content population…………………………...Anxious population <br />Established traditions…………………………………...Traditions questioned <br /> <br />The second discussion topic was to consider leadership challenges in the framework of their <br />overall responsibilities as city officials. In order to prioritize goals and ultimately resources, it is <br />important to understand the environment in which you are working. Every participant in the <br />Strategic Planning and Goal setting workshop is a key community leader within the City and the <br />group discussed five major leadership challenges of today. <br /> <br />Discussion Four: Leadership Challenges <br /> <br /> Broadest and deepest economic recession in our lifetime. The past is no longer an indicator of <br />the future. <br /> Recession-prone federal and state governments with an uncertain future. We can’t rely on <br />them anymore. <br /> Managing and leading in the 21st century within structures and boundaries created in the 19th <br />century. The model does not work. <br /> Demand for services exceeds supply of resources. Political leaders are not adjusting well to <br />this reality. Tougher choices await. <br /> Challenged (personally and professionally) like no other time in our past. Look in the mirror <br />to find solutions. <br /> <br />Addendums 1 and 2 <br /> <br />Two addendums are included at the end of the document. Addendum 1 is the final version of <br />the strategic plan pyramid. This is the updated version from the workshop. Addendum 2 is the <br />tool used in the sessions to build the future legacy of the City. It is included as an illustration <br />with only the summary of the legacy input included in the document. <br />
