City Council Regular Meeting Minutes <br />February 27, 2018 <br />Page 2 <br /> <br /> <br />A. 2018 Strategic Plan. 1 <br /> 2 <br />City Manager Casey presented the 2018 Strategic Plan reviewing the team, process, progression, 3 <br />mission, accomplishments, long term priorities, on the radar, and pyramid. 4 <br /> 5 <br />Councilmember Stille stated the packet is available online and this is a valuable exercise. He 6 <br />suggested residents review the strategic plan. He thanked Staff for their work on the Strategic 7 <br />plan. 8 <br /> 9 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the 2018 10 <br />Strategic Plan as presented. 11 <br /> 12 <br />Motion Carried 5-0. 13 <br /> 14 <br />B. Resolution 18-022; a Resolution Adopting the City of St. Anthony Federal Funds 15 <br />Procurement Policy. 16 <br /> 17 <br />City Manager Casey stated the staff is requesting the Council to approve the resolution 18 <br />authorizing the adoption of the City of St. Anthony Federal Funds Procurement Policy (“FFP 19 <br />policy”). The FFP policy will only apply to procurements supported by Federal funds. A separate 20 <br />policy is necessary in order to be in compliance with Federal Regulations. The City’s general use 21 <br />purchasing policy contains many of these same requirements. The separate policy provides 22 <br />clarification between general requirements and Federal requirements. 23 <br /> 24 <br />Councilmember Stille asked if this was previously done with regard to the HSIP project. Mr. 25 <br />Casey stated it was similar. 26 <br /> 27 <br />Councilmember Jenson asked if this policy is reviewed every year. Mr. Casey stated only when 28 <br />there are modifications. 29 <br /> 30 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 31 <br />18-022; a Resolution Adopting the City of St. Anthony Federal Funds Procurement Policy. 32 <br />Motion Carried 5-0. 33 <br />C. St. Anthony Administration Department Annual Report. 34 <br /> 35 <br />City Manager Casey presented the 2017 Administration Annual Report including Organization, 36 <br />City Council, 2017 meetings, Strategic Plan, Conferences, Meetings, SALO Visitors, Highlights, 37 <br />Tour of City, Professional Development, Inclusion Committee, Online City Services on Website, 38 <br />Customer Web Portal for Water Usage, Project Updates, Elections, Spring Clean Up Day, Fix It 39 <br />Clinic and Techdump, Sustainability, Students in Government, Explore Development of Former 40 <br />Bowling Alley Site, Grants and Cooperative Ventures, Affordable Housing Summit, Intersection 41 <br />Control Policy, Building Permit Valuation, and Planning Commission Work Plan. 42 <br /> 43 <br />Mr. Casey thanked Charlie Yunker and Nicole Miller for their work on the report. Mr. Casey 44 <br />noted the entire 60-page report is available on the City’s website along with other department 45 <br />annual reports. 46 <br />2
